Steve Duncan, WLA lobbyist, was paid a retainer by ALUW to ensure that protective language covering our status in the State higher education budget was not removed.
The legislative session for 2004 did not deal in any way with issues of importance to the libraries, so there is really nothing to report this year. While there was a good deal of controversy around a proposal to merge Bothel and Cascadia, that was not directed at the libraries but was an institution-wide issue. While it would have affected the libraries ultimately, the fact that it went no where renders it moot at this point. Since this is the end of the biennium, the issue is dead unless it is re-introduced in January. There seems to be some interest in having another four-year institution in Western Washington but where to locate it is up in the air.
For the coming year, we are entering another budget-writing year. And there is, once again, a projected shortfall in revenue for the state, though it's not as bad as it has been in the past. We are also going to be dealing with a new administration under a new president. What that will portend for the Libraries is anybody's guess. We will have to have a meeting with the new provost and president to alert them to our issues, status, etc.
