"Strawman" on this part -
During the first week (or two?) when this need is greatest we would (somehow) set off a number of machines close to the desk and have only Netscape (it we have the Web-new) or Telnet installed. Allow people to sit at these stations <only> to create new accounts after checking in at the desk. Obviously, only works during hours where there is staff...
Can we enlist Library X-terms for this function somehow?
At other times use the "emergency/guest" procedure to get the user on a terminal again <just> to run new (or re-new !). Alternatively, have a machine on the staff desk that could be turned to face the user and have them use that.
We would still need to keep a "logbook" (as we do now) of the names of people signing in these ways.
