PROCEEDINGS AVAILABLE FROM SEPTEMBER 2005 CONFERENCE ON

COMMUNITY-BASED COLLABORATIVE RESEARCH

 

In September 2005 the Northwest Health Foundation co-sponsored the 2nd Community-Based Collaborative Research Conference in Portland, Oregon, along with partner organizations including CCPH. Evaluations from the three-day conference indicated another successful and valuable conference. A proceedings report that highlights key findings from the conference sessions and workshops is now available for download on the Foundation website at http://www.nwhf.org/cbcr/2005_CBPR_Proceedings.php The report includes links to several of the power point presentations and posters.

To help the Foundation plan for future community-based participatory research (CBPR) related activities, they have also posted on the website a time-limited survey to gather your feedback.  Please take a few moments to fill it out to let the Foundation know of local capacity- and skills- building needs, networking opportunities and requests, as well your current research interests.  For those of you outside the Oregon and SW Washington geographical area, feel free to share your ideas for future conference topic areas and workshops. The Foundation is planning to sponsor a third CBPR conference in the summer 2007.

GAO ISSUES REPORT ON HEALTH PROFESSIONS EDUCATION PROGRAMS
Report Concludes that Action is Still Needed to Measure Impact

For fiscal years 1999 through 2005, the Health Resources and Services Administration (HRSA), an agency within the Department of Health and Human Services (HHS), spent about $2.7 billion to fund the more than 40 health professions education programs authorized under title VII and title VIII of the Public Health Service Act. These programs include those providing grants to institutions, direct assistance to students, and funding for health workforce analyses. Title VII includes programs related to the education of providers, such as primary care physicians. Title VIII includes programs related to nursing education. Most of these programs were last reauthorized in 1998. The US Government Accountability Office (GAO) reviewed changes in funding and in the number of these programs since 1998, HRSA’s goals and assessment of the programs, and HRSA’s national health professions workforce projections. GAO reviewed relevant laws and agency documents and data, and interviewed HRSA officials and representatives of health professions education associations.

HRSA has published performance goals for title VII and title VIII health professions education programs but cannot fully assess the programs effectiveness because the goals do not apply to all the health professions education programs, and the data for tracking progress are problematic. Recognizing the need for a better means of measuring the results of title VII and title VIII programs, HRSA is developing new performance goals and measures for them. The effectiveness of these efforts will depend upon the agency’s ability to collect complete and timely data to assess progress toward these new goals.

HRSA has published few recent national workforce projections. In the past decade, the agency has published national supply and demand projections for the nurse and pharmacist workforces but no national projections for the physician and dentist workforces. Yet regular reassessment of future health workforce supply and demand is key to setting policies as the nation’s health care needs change.

GAO recommends that HRSA develop a strategy and time frames to regularly update and publish national health professions workforce projections. HRSA agreed with GAOs conclusion that updated workforce supply and demand projections are vital for informed decision making about health professions programs.

MESSAGE FROM EXECUTIVE DIRECTOR

 

Sarena Seifer

 

One year from today, Community-Campus Partnerships for Health will celebrate our 10th anniversary at our 10th conference, to be held April 11-14, 2007 in Toronto.  Over the past decade, we have remained focused on our mission to promote health (broadly defined) through partnerships between communities and higher educational institutions.  During that time, interest and involvement in community-campus partnerships has grown tremendously in nearly every sector and discipline in higher education, as have the diverse outcomes being sought and demonstrated by these partnerships.  Increasingly, we are seeing community members and community-based organizations initiating these relationships and demanding higher levels of

institutional responsiveness and accountability to community-identified concerns.  We have learned a great deal about the ingredients of successful partnerships and strategies for overcoming many of the challenges and barriers in our way.  But, as the background piece written for this year’s conference indicates, we have a long way to go to achieving authentic partnerships as “standard, expected practice.” http://depts.washington.edu/ccph/conf-intro2.html

 

In the year leading up to our 10th anniversary celebration, we will be reflecting on our past, assessing our accomplishments and lessons learned, and looking ahead to where we need to go in the future – as an organization and as a movement.  When I say we, I mean the collective we: our members, readers, supporters and partners.  And as importantly, we will continue to seek to engage those affected by, or involved in, community-campus partnerships that are not connected in any tangible way to this movement.  

 

While we will be embarking on more formal means of gathering input and ideas, please feel free to share your thoughts with me at any time at sarena@u.washington.edu.

 

One particularly time-sensitive decision we need your input on is the theme of the 2007 conference.   This will be our first conference held outside of the United States and we deliberately chose Canada because of our growing membership there, our desire to engage more Canadians in CCPH, our strong partnership with Toronto-based Wellesley Central Health Corporation and the tremendous amount to be learned from Canadian models and experiences.

MEMBERS IN ACTION

 

Congratulations to CCPH member Sarah Flicker, Director of Research at Wellesley Central Health Corporation in Toronto who has accepted a full time tenure track position at York University to begin this summer. She has also received funding from the Ontario HIV/AIDS Treatment Network to pursue HIV/AIDS community-based participatory research (CBPR) with Toronto youth.

Congratulations to CCPH member and service-learning institute alumna Ruth (Toni) B. Pickard, on her recent promotion to associate professor in the Physician Assistant Department at Wichita State University.


She has studied and taught the cultural aspects of health care throughout her career.  Several years after arriving in Wichita, she began assisting a small medical clinic in Planeview, one of the most ethnically diverse and economically distressed neighborhoods in Kansas. Subsequently, she founded Healthy Options for Kansas Communities, a health

education training and outreach center, to link the resources of the University with those of the community.

The Academy for Educational Development (AED) is working with the Joint Center for Political and Economic Studies and the Dellums Commission to identify promising reproductive/sexual health practices for young African American males.   Selected organizations will receive a variety of youth focused health materials. to a supplement issue of the Journal of General Internal Medicine (JGIM) on language barriers in health care.  Papers should be submitted online between now and October 2, 2006.  The Co-Editors will review all manuscripts and send out for external peer review. The goals of the theme issue are to 1) highlight state of the art research on the effects of language barriers on access, quality and cost of health care; 2) provide insight for clinicians, educators, researchers, administrators, and policy makers on addressing language barriers in healthcare settings; and 3) draw attention to unexplored areas of research and education.  They encourage submissions from clinician investigators, clinician educators, social scientists and policy makers. Report on Community-Based Learning: Engaging Students for Success and Citizenship

 

It highlights the value of the community-based learning approach to improving academic outcomes, including test scores, attendance rates, and graduation rates, as well as civic, moral, personal, social, and work-related outcomes.  Research shows that as many as 60% of all students are disengaged from learning and that this is a key factor in the dropout rate.
