CCPH RELEASES CALL FOR PROPOSALS FOR

10TH ANNIVERSARY CONFERENCE - APRIL 11-14, 2007 IN TORONTO

Deadline: October 6, 2006

How do we combine the knowledge and wisdom in communities and in academic institutions to solve the major social and economic challenges facing our society? How do we ensure that community-driven social change is central to service-learning and community-based participatory research?

Community-Campus Partnerships for Health is convening our 10th anniversary conference, April 11-14, 2007 in Toronto, to nurture a growing network of community-campus partnerships that are striving to achieve the systems and policy changes needed to address the root causes of social and economic inequalities.  The conference, “Mobilizing Partnerships for Social Change,” seeks to build knowledge, skills and actions for achieving healthy and just societies.  The conference aims not only to ask and answer critical questions, but to equip participants with resources they need to act on them:

§       What do we know about the underlying determinants of social and economic inequalities, and of healthy and just societies?

§       How can communities, higher educational institutions and other stakeholders mobilize to address these determinants so that all people can participate, prosper and thrive?  What are the barriers?  What are the leverage points for change?

§       How can we balance the need to address acute problems today while also striving for the systems and policy changes needed to ultimately overcome the root causes of inequities?  What strategies have been successful and what can we learn from them?

§       How do we fully realize authentic partnerships between communities and higher education?  How do we ensure that social change is central to these partnerships?ow

Proposals are currently being sought in the following sub-themes:

  1. Understanding and addressing the social determinants of health
  2. From grassroots movements to policy change
  3. Communities as centers of learning, discovery and engagement
  4. Developing the science of community-based or practice-based evidence

Proposals are being sought for the following session formats:

§         Pre-conference intensive workshops

§         Skill-building workshops

§         Story sessions

§         Challenges consultation sessions

§         Film screening and discussion sessions

§         Posters and Thematic poster sessions

NEW FEDERAL PROGRAM RECOGNIZES US COLLEGES AND UNIVERSITIES FOR COMMITMENT TO STUDENT SERVICE

Deadline: September 15, 2006

The Corporation for National and Community Service has announced a new federal program designed to recognize US colleges and universities for their commitment to student service and to increase public awareness of the impact that college students have on their local communities.

Called the President's Higher Education Community Service Honor Roll, the new program is co-sponsored by the Corporation, the Department of Education, the Department of Housing and Urban Development (HUD), and

the President's Council on Service and Civic Participation.  The program is designed to recognize the broad commitment to community service by institutions of higher education, including the level of student engagement as well as institutional support, such as service-learning courses, community service coordinating offices, and exemplary service projects.  In its first year, the program will place a special emphasis on volunteer service performed by college students in the wake of last year's devastating hurricanes.

All colleges and universities whose students have made meaningful contributions to community service during the 2005-2006 academic year are invited to apply for the Honor Roll online at

www.nationalservice.gov/honorroll.  The deadline for applications is September 15, 2006.

MESSAGE FROM EXECUTIVE DIRECTOR

Sarena Seifer

Some of you may know that CCPH grew in part from a national demonstration program of service-
learning in the health professions called the Health Professions Schools in Service to the Nation
Program.  Service-learning is a structured learning experience that combines community service
with preparation and reflection. Students engaged in service-learning provide community service
in response to community-identified concerns and learn about the context in which service is
provided, the connection between their service and their academic coursework, and their civic roles.

Seventeen schools from across the U.S. participated in the program, funded by the Corporation for National and
Community Service and The Pew Charitable Trust from 1994-1998. The program’s goals were to:

§       Strengthen partnerships between health professions schools and communities which address unmet health needs;

§       Instill an ethic of community service and social responsibility in health professions schools, students and faculty; and

§       Equip the next generation of health professionals with community-oriented competencies necessary to
practice in a changing health care environment.

The Cascade Mountains of Washington State are an ideal retreat setting for reflective learning

These goals have remained central to CCPH’s mission of promoting health
(broadly defined) through partnerships between communities and higher
educational institutions.  Our summer service-learning institute, in its 9th year, has helped to nurture the growth of service-learning in the health professions.
Mentors and participants at this summer’s institute, listed below, demonstrate the diversity of academic institutions, professions and community organizations involved in service-learning.  To bring a customized version of the institute to your campus or community, visit http://depts.washington.edu/ccph/mentor.html or contact me at sarena@u.washington.edu.

Institute mentors and alumni have also contributed to scholarship in service-learning across the health professions.
For example:
§       The article “Improved student learning and community health: the CCPH faculty service-learning institute”
appearing in the May 2000 issue of Academic Medicine (www.academicmedicine.org)  reports on the institute’s
success in fostering curriculum change.
§       Georgia Narsavage, Debbie Lindell and colleagues reported on Case Western Reserve University School of
Nursing’s experiences in the paper, “A community engagement initiative: service-learning in graduate nursing education”
appearing in the October 2002 issue of the Journal of Nursing Education (http://www.journalofnursingeducation.com/)

Small group mentoring sessions are a central feature of the institute

§       Suzanne Cashman of University of Massachusetts Medical School and
colleagues co-authored the article, “Applying service-learning through a community-
academic partnership: depression screening at a federally funded community health
center” in the November 2004 issue of the international journal Education for Health
(http://www.tandf.co.uk/journals/titles/13576283.asp)

The February 2006 issue of the Journal of Dental Education (www.jdentaled.org/) features an article authored by Karen Yoder of Indiana University School of Dentistry on "A framework for service-learning in dental education” that builds upon her presentation at the 2005 institute.

If you haven't been on CCPH's website recently, check out the service-learning resources page at
http://depts.washington.edu/ccph/servicelearningres.html
.  If you have service-learning course syllabi,
tools, published articles or other resources to add to the page, please let us know at ccphuw@u.washington.edu

We also invite you to join the Service-Learning Listserv sponsored by the National Service-Learning Clearinghouse (www.servicelearning.org). The listserv provides an excellent venue for sharing information and resources on service-learning in higher education, including health professional education. As the Clearinghouse's senior program advisor for higher education, CCPH frequently posts announcements about funding, conferences and publications.
To learn more about this and related listservs, please visit http://depts.washington.edu/ccph/faq.html#Listservs

Participants leave the institute with a peer group for continued learning and support

FEATUREDMEMBER

RobbTravers

Robb Travers is a scientist and the Director of Community-Based Research at the Ontario HIV Treatment Network (OHTN) (http://www.ohtn.on.ca/) located in Toronto, Canada. OHTN optimizes the quality of life of people living with HIV in the Province of Ontario and promotes excellence and innovation in treatment, research, education and prevention. Robb explains that OHTN “…would advocate for the inclusion of policy-makers on CBR [Community-Based Research] teams.

The current mode of “knowledge uptake” rests on a linear belief that research data will lead to policy change—that policy-makers will respond to data proactively. Most of us know that the world of policy change is actually more complex than that, and broadening our perspective from ‘community-academic partnerships’ to ‘community-academic-policy partnerships’ will help to ensure that the core principle of CBR—ACTION—is realized.”

Congress Urged to Clarify Payments for Resident Training at Non-Hospital Sites
Last month, 80 hospital and physician groups wrote a letter to all members of Congress requesting support for the "Community and Rural Medical Residency Preservation Act." This legislation would clarify the costs hospitals must incur to count for purposes of Medicare indirect medical education and direct graduate medical education payments the time resident physicians spend training in non-hospital settings. Specifically, the legislation would allow hospitals and non-hospital sites to determine what costs (in addition to the residents' stipends and benefits) the hospital would be required to pay. Current Medicare policies effectively deny payment for much of the time residents spend in non-hospital settings. Such policies, with very few exceptions, require that hospitals pay for physician supervisory time even when the physician is volunteering. In the letter, hospital and physician groups state that this policy has produced a "chilling effect" on the use of ambulatory care sites in residency programs. The proposed legislation would allow for volunteer physician supervisors and would establish clear and concise guidelines for the use of ambulatory sites in teaching programs.

Community-Based Research and Higher Education: Principles and Practice

Community-Based Research and Higher Education is the long-awaited guide to how to incorporate a powerful and promising new form of scholarship into academic settings. The book presents a model of community-based research (CBR) that engages community members with students and faculty in the course of their academic work. Unlike traditional academic research, CBR is collaborative and change-oriented and finds its research questions in the needs of communities. This dynamic research model combines classroom learning with social action in ways that can ultimately empower community groups to address their own agendas and shape their own futures. At the same time it emphasizes the development of knowledge and skills that truly prepare students for active civic engagement.
