On
November 7th and 8th, Hurricane Katrina survivors joined urban planners,
architects, and affordable housing specialists in Baton Rouge to start
planning for the future of New Orleans. The Association of Community
Organizations for Reform Now (ACORN) Community Forum on Rebuilding New
Orleans began with a bus tour of low to moderate income neighborhoods in New
Orleans, followed by a day and a half of discussions on housing plans and
affordability, environmental concerns, and economic equity. The forum's
working sessions gave dislocated residents a chance to express their
communities' needs and leading urban policy experts a chance to help lay a
foundation for lasting solutions.

Congress Urges Centers for Medicare and Medicaid Services (CMS) to Address Payments for Residency Training at Non-Hospital Sites - More than 65 members of Congress sent a letter this month urging the CMS to extend a moratorium preventing CMS from denying Medicare payments related to resident physicians training in non-hospital settings. After the December 2004 expiration of a one-year moratorium on these payment denials, CMS has refused to provide teaching hospital payments for resident training in non-hospital settings when the supervising physician volunteers his/her time or receives nominal payments from the hospital. The letter also urges CMS to work with Congress to "further study and work together toward a clear and appropriate policy that will define 'all or substantially all' of the costs associated with training residents in non-hospital settings and encourage this valuable service." http://www.aamc.org/advocacy/markmcclellan110905.pdf
The Department of Health and Human Services (HHS) Inspector General Releases 2006 Priorities - HHS Office of Inspector General (OIG) has released its fiscal year 2006 "work plan" for all new and ongoing projects involving the health and human services agencies under its jurisdiction. The plan outlines projects that will examine the recipients of federal funds as well as the federal agencies and contractors charged with distributing those funds. Many institutions use this work plan to set compliance priorities. Among the new projects and areas of focus for next year: adjustments for graduate medical education payments; inpatient hospital payments for new technologies; outpatient department payments; implementation of clinical trials data bank; and the monitoring of extramural conflicts of interest at the National Institutes of Health. Rural to Rural – New Website from the Rural School and Community - The website helps rural communities help other rural schools and communities in the wake of the Katrina and Rita disasters. The site allows rural people from across the country to help rural schools in the regions affected by the hurricane with their specific needs. The Rural Trust staff contacted the rural schools in Louisiana, Mississippi, and Texas, learned of their losses, and helped them build a list of what they need to rebuild or fix their schools -- some of it money, some of it specific things like chairs and desks. A small, rural town in Maine sent a load of lumber to friends in Bogalusa, Louisiana, to use as needed. A group of schools in Vermont partnered with another parish in Louisiana to help fundraise for their needs. Gold Foundation offers Grants
for Hurricane Assistance Service Projects –
Deadline: Rolling through 2006 - The
Arnold P. Gold Foundation has formed a Katrina Assistance Fund "to
support the wellspring of compassion, creativity and inclination to
serve that exists in the medical education community." The Foundation
is now requesting proposals for grants of up to $5,000 for service projects
in any location where there is a substantial need for assistance to
victims of Hurricane Katrina. Such projects may include direct medical

Reproductive and Child Health
Grants –
Deadline: Open - Reproductive health care is the primary health
need of women, yet limited resources in developing countries combined
with women's economic and social position often deprive women of access
to the care they need and want. Increasing access to voluntary family
planning services, providing emergency obstetrical care to enable women
to safely carry and deliver babies, providing a trained midwife at delivery,
and preventing cervical cancer are examples of the kinds of work supported
by the Bill & Melinda Gates Foundation. Grant making is guided by

is a one-year fellowship in applied epidemiology for medical students
designed to increase the pool of physicians with a population health
perspective. Eight competitively selected fellows spend 10-12
months at the Centers for Disease Control and Prevention (CDC) offices
in Atlanta, GA, where they carry out epidemiologic analyses in areas
of public health that interest them. This challenging and intellectually
stimulating environment provides multiple opportunities to enhance skills
in research and analytic thinking, written and oral scientific presentations,
and preventive medicine and public health. Graduates of The CDC Experience will
have an appreciation of the role of epidemiology in medicine and health,
and be able to apply their knowledge and skills to enhance their clinical

Migrant Clinicians Network Announces a Call for Applications
– Deadline: Dec 31
- Migrant Clinicians Network seeks applications for
the 2006 New Provider Practicum in Migrant Health. The Practicum provides
a four-month working and learning experience in a Migrant Health Center
for new health care professionals. The purpose of the Practicum is to
increase the understanding of migrant health care issues for the participants
as they consider careers working with underserved populations. A stipend
of approximately $15,000 is paid for this experience. Applications are

* Correctional Health Fellowship – Deadline: TBA - The University of Massachusetts (UM) Correctional Health Program at the UM Medical School provides health care for prisoners at all of the state Department of Correction facilities. The provision of clinical services by an academic institution creates an ideal learning environment within the correctional facilities and provides the basis for fellowship opportunities in correctional health that are strengthened through a close connection with the school's preventive medicine residency. The two-year Correctional Health Fellowship includes course work to obtain a master's of public health degree, offered through the Worcester campus of the School of Public Health at UM Amherst. Candidates for the fellowship must have completed an accredited residency training program in internal or family medicine in the U.S. and be interested in pursuing a career in correctional health. Health Scholars Program is a joint program that combines the highly
successful Community Health Scholars Program and Scholars in Health
Disparities Program. This exciting, new program offers two-year postdoctoral
fellowships at 10 training sites, beginning in the fall of 2006. Seven
fellowships will be in the Multidisciplinary Diversities and six fellowships
in the Community-Disparities track. The first track highlights a multi-disciplinary
