CALL FOR PAPERS FOR NEW
PEER-REVIEWED JOURNAL FOCUSED ON CBPR
The Johns Hopkins Urban Health Institute in conjunction with the WK Kellogg
Foundation announce the launch of a national peer-reviewed journal
dedicated to community health partnerships. Progress in Community
Health Partnerships: Research, Education, and Action addresses topics
focusing on the growing field of community-based participatory research
(CBPR) while promoting further collaboration and elevating the visibility
and stature of CBPR as a means toward eliminating health disparities.
The mission of the Journal is to facilitate dissemination of programs that
use community partnerships to improve public health, to promote progress in
the methods of research and education involving community health
partnerships, and to stimulate action that will improve the health of
people in communities. Communities, as defined by the Journal, may be based
on geography, shared interests, or social networks. The Journal is
dedicated to supporting the work of community health partnerships that
involve ongoing collaboration between community representatives and
academic or governmental partners.
Articles will include:

provide details on how community partners were involved in the project;
community partners of accepted articles will be interviewed by a member of
the editorial team for a question and answer interview that will be
published along with the article)

Call for Applications: Community Health Scholars Program and
Scholars in Health Disparities Program - Deadline: Jan 4, 2006
The Kellogg Health Scholars
Program is a joint program that combines the highly successful Community
Health Scholars Program and Scholars in Health Disparities Program. This
exciting, new program offers two-year postdoctoral fellowships at 10
training sites, beginning in the fall of 2006. Seven fellowships will be in
the Multidisciplinary Diversities and six fellowships in the
Community-Disparities track. The first track highlights a
multi-disciplinary approach to studying the social determinants of health
disparities. The other track highlights community-based participatory
research, and relationships between academe, community and public health
practice.

With Enrollments Rising for the 5th Consecutive Year,
U.S. Nursing Schools Turn Away More Than
30,000 Qualified Applications in 2005
The American Association of
Colleges of Nursing (AACN) has released preliminary survey data which show
that enrollment in entry-level baccalaureate nursing programs increased by
13.0 percent from 2004 to 2005. Though this increase is welcome,
surveyed nursing colleges and universities denied 32,617 qualified
applications due primarily to a shortage of nurse educators. AACN is very
concerned about the increasing number of qualified students being turned
away from nursing programs each year since the federal government is
projecting a shortfall of 800,000 registered nurses (RNs) by the year 2020.
With the nations health care system calling for more
baccalaureate-prepared nurses in the workforce, AACN is pleased to see that
the trend toward enrollment increases has continued for the fifth consecutive
year,
said AACN President Jean E.
Bartels. Despite the successful efforts of schools nationwide to
expand student capacity, our nations nursing schools are falling far short
of meeting the current and projected demand for RNs. According to research
conducted by Dr. Peter Buerhaus from Vanderbilt University, enrollments in nursing
programs would have to increase by at least 40 percent annually to replace
those nurses expected to leave the workforce through retirement.
AACNs annual survey is the only resource for actual (versus projected)
data on enrollment and graduations reported by the nations baccalaureate and graduate degree programs in
nursing. This years 13.0 percent increase in
enrollments is based on data supplied by the same 408 schools reporting in
both 2004 and 2005. This is the fifth consecutive year of enrollment
increases with 14.1, 16.6, 8.1, and 3.7 percent increases in 2004, 2003,
2002, and 2001, respectively. Prior to the five-year upswing, baccalaureate
nursing programs experienced six years of declining enrollments from 1995

The AACN survey also found that the number of graduates from entry-level
baccalaureate programs increased by 19.1 percent from 2004 to 2005.
This data is based on information supplied by the same 393 schools
reporting for the past two years. The recent rise in graduations follows
14, 4.3 and 3.2 percent increases in the number of graduates in 2004, 2003
and 2002, respectively. This upward trend was preceded by a six-year
period of graduation declines from 1996 through 2001.
AACNs latest data confirm that interest in nursing careers continues to
grow, which is good news considering the projected demand for nursing
care. Last year, the U.S. Department of Labor identified Registered
Nursing as the top occupation in terms of job growth through the year 2012.
According to the latest projections from the U.S. Bureau of Labor
Statistics, more than one million new and replacement nurses will be needed
by 2012. Given the demands of todays
health care system, the greatest need in the nursing workforce is for
nurses prepared at the baccalaureate and higher degree levels. With
the federal Health Resources and Services Administration calling for
baccalaureate preparation for at least two thirds of the nursing workforce,
the evidence clearly shows that higher levels of nursing education are
linked with lower patient mortality rates, fewer errors, and greater job
satisfaction among RNs. Nurse executives, federal agencies, the military,
leading nursing organizations, health care foundations, magnet hospitals,
and minority nurse advocacy groups all recognize the unique value that baccalaureate-prepared
nurses bring to the practice setting and their contribution to quality
nursing care.
AACN is committed to working with the health care community to create a
highly educated nursing workforce able to meet the challenges of
contemporary nursing practice, added Dr. Bartels. We strongly
believe that encouraging all nurses to advance their education is in the
best interest of patients and an important step toward enhancing patient
safety.
The robust interest in
professional nursing can be attributed in part to successful outreach
efforts guided by nursing schools nationwide. Strategies employed to
increase student capacity this year included forming alliances with
hospitals, the business community and other stakeholders to address faculty
and clinical space constraints. Some schools have expanded or opened
new accelerated programs for second-degree seekers looking to transition
into nursing while others have taken advantage of state and federal funding
aimed at strengthening the nursing workforce. In addition to these
school-based initiatives, both Johnson & Johnson and the Nurses for a
Healthier Tomorrow coalition continued their national media campaigns to
encourage careers in nursing.

Last
month, I had the opportunity to participate in The Network: Towards Unity
For Healths (TUFH) International Conference, Making Primary Health Care Work: Challenges for the Education and
Practice for the Health Workforce, in Ho Chi Minh City, Vietnam. The
Network:TUFH is a non-governmental organization in official relationships
with the World Health Organization and is based at Maastricht University in
the Netherlands. Founded in 1979, it is a global association of
institutions for education of health professionals committed to contribute,
through education, research and service, to the improvement and sustainment
of health in the communities they serve.

many will recall, in October 2004, CCPH and The Network:TUFH jointly
sponsored an international conference in Atlanta, Georgia USA that explored
how partnerships can overcome health disparities. For more information,

This
year The Network:TUFH collaborated with the University of Medicine and
Pharmacy of Ho Chi Minh City to host its conference in Vietnam. Since Vietnam is at an
exciting stage of development of its health services and health professions
education, it was an ideal location. Several years ago the Vietnamese
government adopted the primary health care strategy to bring equitable
health services throughout the nation. The result has been the development
of an effective system of hospitals, health centers and health posts
accessible to any patient. But only recently has the country started to
realize that conventional approaches to training of its human resources for
health did not match the personnel needs of Vietnams primary care-oriented
health system. Facilitated by foreign aid programs, modern paradigms for
the training of human resources for health were presented and, in
particular, several medical schools and schools of public health are
currently implementing some of these innovative educational approaches. The
achievements, challenges and policies of the health sector of Vietnam were
described in a keynote address by Truong Viet Dzung of the Ministry of
Health during the opening ceremony at the Reunification Palace.
At
the conference I presented the activities of CCPH during the Partnerships
for Health Professions Education thematic poster session. To give you an
idea of the geographic range of participants and presenters, in the session
there were also presentations on a Graduate Entry Medical Programme
incorporating service-learning and community-based research at the
University of the Witwatersrand, Johannesburg, South Africa; third-year
medical students community integration sessions as a primary health care
education tool for local health workers in Manila, at the University of the
Philippines; preceptorship programs at the University of New Mexico in
Albuquerque; and a network of African institutions for primary healthcare
training programs led by GHETS (Global Health through Education Training
and Service). A key message from the session was that partnerships with key
agencies help to ensure sustainability of service to communities and part
of engaging in effective partnerships is sharing similar commitments,
illustrated through revised mission statements and relevant action

The
Network:TUFHs Secretary General, Arthur Kaufmann, and Chairperson, Gerard
Majoor, both CCPH members,
led a session on how The Network:TUFH can best meet the needs of its
members. One of the key points that came out of that session was the
importance of continuing partnerships with like-minded organizations, like
CCPH. One of the key priorities that CCPH has in common with The Network:TUFH
is to create opportunities for members, and others working in the promotion
of healthy communities and improving education, to connect with each other.
Through our conferences we provide an opportunity for individuals to meet
face-to-face which can be the starting point of amazing partnerships and

exhibiting at The Network:TUFH's conference I was able to meet people from
all over the world and learn about the incredible work that they are doing.
My hope is to now be able to share these connections with CCPH members
through highlighting their work on our website and in our newsletter.
Cross-cultural exchanges and collaborations can be some of the most rewarding
experiences and I would encourage CCPH members to attend one of The Network:TUFH's
conferences to experience these firsthand. CCPH and The Network:TUFH
are talking about the possibility of hosting another joint conference in
the future, and exploring other mutually beneficial collaborations between
our organizations.

Accountability in Education, Research and Service Delivery will take place
September 9-14, 2006 in Ghent, Belgium, in collaboration with the
Department of Family Practice and Primary Health Care in cooperation with

Congratulations to CCPH Senior
Consultant Sherril Gelmon
On November 14th, CCPH senior consultant Sherril Gelmon
was presented with the annual Service-Learning Research Award "in
recognition of outstanding contributions to the service-learning research
field" at the 5th International Service-Learning Research Conference,
held this year at Michigan State University. Please join us in
extending our congratulations! (Sherril can be reached directly at gelmons@pdx.edu).
Sherril is Professor of Public Health in the Mark O. Hatfield School of
Government at Portland State University and leads the evaluation of the
Community-Engaged Scholarship for Health Collaborative. She also will chair
the 6th Annual International Service-Learning Research Conference in
Portland, OR in October 2006. Details on the conference will be announced
in Partnership Matters newsletter as soon as they're available.

The Heart and Stroke Foundation of Canada has released a new evidence review on interventions to prevent obesity. The review http://healthpromotion.hsf.ca/ sorts the latest reports and studies into interventions that have been proven to be effective, interventions that are not effective and promising interventions that need more study. HHS Seeking Input on Research Priorities for Effective Health Care Program The US Department of Health and Human Services (HHS) will host a listening session on Jan 11 from 9-11:30am Eastern to solicit input on research priorities. A call-in line will be established for anyone not able to attend the meeting in person. http://www.effectivehealthcare.ahrq.gov The Quality of Teacher-Student Relationships In a fascinating research study that included students as researchers, the Boston Plan for Excellence (BPE), a local education fund, set out to assess the quality of relationships among faculty and students. Their arts-and-all findings are chronicled in an issue of "Focus," the BPE's newsletter for Boston teachers. The survey project supports the Boston school system's emphasis on "workshop" classrooms and schools where respectful relationships among adults and students create the trust necessary to improve teaching and learning. If you'd like to involve students in a similar study in your own school or district, there's

Correctional Health Fellowship Deadline: TBA - The University of Massachusetts (UM) Correctional Health Program at the UM Medical School provides health care for prisoners at all of the state Department of Correction facilities. The provision of clinical services by an academic institution creates an ideal learning environment within the correctional facilities and provides the basis for fellowship opportunities in correctional health that are strengthened through a close connection with the school's preventive medicine residency. The two-year Correctional Health Fellowship includes course work to obtain a master's of public health degree, offered through the Worcester campus of the School of Public Health at UM Amherst. Candidates for the fellowship must have completed an accredited residency training program in internal or family medicine in the U.S. and be interested in pursuing a career in correctional health.
