ELIGIBILITY FOR AND ACCESS TO PART C SERVICES under the Individuals with Disabilities Education Act (IDEA)

The Department of Social and Health Services is the State Lead Agency for the Individuals with Disabilities Education Act (IDEA) Part C program in Washington State. The Infant Toddler Early Intervention Program (ITEIP) provides linkages and enhancement of existing early intervention services to ensure a statewide system of comprehensive, multi-disciplinary, coordinated services to infants and toddlers with disabilities and their families. The objectives of this study are to determine (1) if the children enrolled in public early intervention services and not receiving ITEIP services or receiving ITEIP services without an approved service plan are eligible for Part C services; and (2) whether parents were offered Part C services and declined, or if they have no awareness of Part C services; and (3) whether barriers to Part C exist. The CDPR investigators developed a parent questionnaire to examine diagnosis of child; knowledge of Part C (IDEA) services; barriers to access of Part C (IDEA) services; and eligibility of child for Part C IDEA services.
