Early Childhood Training Partnership Project
Core Function: Technical Assistance and Outreach Training
The Training Partnership Project (TPP) conducts in-service training and follow-up coaching for the Early Childhood Education and Assistance Program (ECEAP) staff and families. ECEAP programs take place at preschool and day care settings. All families enrolled in ECEAP meet income guidelines for living at, or below, 110% of the Federal Poverty Level.
The goals of TPP are: (1) to improve the quality of programming for young children with special needs and their families in ECEAP agencies; (2) maintain a positive collaboration between the City of Seattle and the University of Washington; and (3) refine and then conduct an in-service training model with a coaching component for follow-up implementation.
All preschool programs supported by the City of Seattle ECEAP are eligible to participate in TPP. Each year approximately 10 agencies participate in the workshop portion of the training. Teachers, teaching assistants, and administrators who receive training can elect to continue with on-site follow-up coaching. Two part-time trainers provide initial in-service training in a traditional workshop format and on-site follow-up coaching. Coaching involves weekly visits to sites to assist in the transfer of training knowledge and skills.
One classroom at the Experimental Education Unit at CHDD serves 18 families and is the demonstration site for the application of best practices in ECEAP. Each year at least four children with moderate to severe special needs are enrolled in this ECEAP classroom. Trainers work to refine the TPP training and coaching model at this demonstration site.
