The American Public Health Association (APHA) announces a call for applications for the 2013 APHA Public Health Fellowship in Government.
APHA is looking for candidates with strong public health credentials who wish to spend one year in Washington, D.C. working in a CONGRESSIONAL office on legislative and policy issues such as health, the environment or other public health concerns. The fellow will have the opportunity to see first-hand how public policy impacts public health and to offer their public health expertise to policymakers.
The fellowship will begin in January 2013 and continue through December 2013. Applications and additional information are available through the links below. The application, including CV and three letters of recommendation, are due to APHA by April 9, 2012. A committee of APHA leaders, former Fellows, and policy experts will review the applications and select the finalists. All candidates must be APHA members, have a Masters degree or a doctorate in public health or a related discipline. In addition, all candidates must be U.S. citizens or permanent residents, have five years or more of professional experience in a public health setting. Internships, graduate assistantships and residencies do not count toward the five year requirement.
The APHA fellow will receive a stipend of $65,000 for the year and an additional $10,000 is available for travel and other related costs (including moving costs and the costs of attending the APHA Annual Meeting).

Eligibility Requirements
A NNEMS fellowship is available to any associate, undergraduate, or advanced student who is:
- A citizen of the United States, its territories or possessions, or lawfully admitted to the United States for permanent residency. The U.S. Citizenship and Immigration Services defines lawful permanent residency as any person not a citizen of the United States who is residing in the United States under legally recognized and lawfully recorded permanent residence as an immigrant, also known as "Permanent Resident Alien," "Resident Alien Permit Holder," and "Green Card Holder." A lawful permanent resident must provide his or her Green Card number on his or her application.
- Enrolled for academic credit at an accredited educational institution (The 2- or 4-year college, university, or distance-learning institution must be accredited by a regional or national accrediting organization recognized by the United States Department of Education or the Council for Higher Education Accreditation.
- Pursuing an educational program directly related to pollution control or environmental protection for the duration of the fellowship.
Applicants must meet each of the requirements listed above, as well as the appropriate requirements for associate, undergraduate, and advanced students listed below.
Undergraduate Students
- 3.0 cumulative grade point average (GPA) based on a scale of 4.0 at the time the application is due
- Completion of at least four courses related to the field of environmental studies
Advanced Students
- Currently enrolled in a graduate or Ph.D. program or can provide proof of acceptance and enrollment in a graduate or Ph.D. program at the time of the fellowship award
- Completion of at least one semester of graduate or Ph.D. work, or at least four undergraduate courses related to the field of environmental studies

Title: Sustainable Materials Management in the Pacific Northwest

Description: The NNEMS fellow will support the Waste Materials Management and Stewardship Team in its mission to support more sustainable material use and waste management in the Pacific Northwest and Alaska. The fellow will work with members of the team to integrate materials management into climate change discussion, policies and programs. For example, the team will develop case studies of effective sustainability, recycling, and green building practices and how they relate to climate change. The fellow also will participate in a web-based educational series on effective sustainability, recycling, and green building practices and programs. In addition, the fellow will meet with state, local, and Tribal partners to research how these improved environmental practices have been integrated into their businesses. Finally, the fellow will support the development of product stewardship initiatives and the implementation of climate actions into federal facilities. To be successful at this project, the fellow should have strong oral and written communication skills, an understanding of sustainability, and a passion for environmental work. Specific assignments will include interviewing partners to learn about green practices, participating in field work, and conducting research, as well as working closely with a high-energy and collaborative team.

Description: The Science and Engineering Fellows Program places qualified technical professionals with a PhD degree or equivalent in EPA headquarters for up to 2 years to design and work on projects at the interface of science and policy. Title: West Coast Climate and Materials Management Internship

This intern will support the efforts of the West Coast Climate and Materials Management Forum. The Forum is an EPA-led partnership of western cities and states that are developing and sharing ways to integrate sustainable materials management policies and practices into climate actions. Materials management is an approach to using and reusing resources most efficiently and sustainably throughout their lifecycles. It seeks to minimize materials used and all associated environmental impacts. The Forum identifies areas for collaborative efforts and strategic actions to reduce greenhouse gas (GHG) emissions using materials management lifecycle approaches and works to influence national and regional policies on climate change. The Forum is also committed to advancing research on key climate and materials management issues.
Our Mission: The Forum identifies areas for collaborative efforts and strategic actions to reduce greenhouse gas (GHG) emissions using materials management lifecycle approaches. We work to:
• Provide state, local and tribal governments with tools for climate action planning
• Influence national and regional policies on climate change
• Advance priority climate and materials management research
The Intern will work directly with the Forum’s leadership team and its membership across all workgroups to streamline the development and release of workgroup products aligned with our mission.
The intern will assist in the realization of the following outcomes:
1. Implementation and evaluation of EPA Region 10’s Community Food Consumption Pilot.
2. Support the development of a report identifying best practices for materials management approaches for state and local climate protection.
3. Support research efforts of the Forum by building stronger relationships and connections with academia. The intern will work to ensure the research needs of policymakers are understood by academics and used in starting new research efforts.
4. Complete a program and policy analysis paper about product stewardship approaches to reducing the lifecycle environmental impacts of products (if it hasn’t been published by June 2012).
5. Work to promote discussions around sustainable consumption and identify approaches to move the region towards sustainable consumption.
6. Work collaboratively with state, local and tribal governments.
7. Facilitate peer-to-peer learning and information sharing among governments to drive climate action at the local level.

The Occupational Health Internship Program (OHIP) is a national programcommitted to training, mentoring and inspiring a new generation of occupational safety and health (OSH) professionals to prevent job injury and disease through a partnership with workers.A project of the Association of Occupational and Environmental Clinics (AOEC), OHIP has training centers in the San Francisco Bay Area, Los Angeles, San Diego, New York, Boston and Chicago - new sites may be announced.Previous 2011 projects included: Violence-related injuries and illness experienced by mental health care workers in a state hospital, hazards related to manual handling materials among grocery store workers, and blood borne pathogen exposure issues for nurses.
Position Description
Students work in teams and are paired with a particular union or worker organization to investigate health and safety concerns among workers employed in underserved or high hazard jobs. OHIP provides students a hands-on experience, where students learn about the field of OSH from the perspective of workers.Students have the unique opportunity to interview workers, visit worksites and develop something useful to “give back” to the workers. At the end of the internship, teams present their projects at a national NIOSH videoconference and produce a final report. Commitment is full-time, including possible evenings or weekends.
Qualifications
Graduate and undergraduate students can apply; some stipends are restricted to US citizens. Non-US citizens must supply documentation of permission to work in the US. Undergraduates must have completed two years, preferably in a field related to public health, environmental studies or public policy. Graduate students in public health, medicine, nursing or a related field are encouraged to apply. We are looking for students with experience or interest in working with unions or social justice organizations, are organized and self-starting, have good team skills and ideally speak a second language of new immigrant workers: Spanish, Mandarin, Vietnamese, etc. We encourage students from minority and recent immigrant groups to apply.

BP's downstream operations refine, transport, sell and trade crude oil and petroleum products. In North America, we are the second-largest refiner and the second-largest fuels marketer. Internship Program
As a first step, nothing prepares you better for a career with us than an internship. Our internship program provides hands-on, career-specific experience working full-time, usually during summer breaks. You’ll work on real projects that deliver tangible benefits and measurable results. At the same time, you’ll have the opportunity to learn about and help to solve some of the most important issues we face. You will experience genuine teamwork, and work alongside highly qualified and experienced colleagues, while you work on live projects and operations, using the latest equipment and technology. Every year, we take hundreds of interns and co-ops studying a range of disciplines into our internship/co-op program, many of whom go on to join us full-time when they graduate. Opportunities exist in all major areas of BP to explore your career aspirations and develop the technical and professional skills you will need for a successful career, while earning a competitive salary and learning about the world of business. Summer internships last from 10 to 12 weeks, usually taking place in the summer before your final academic year.

The Industrial Hygiene intern will conduct monitoring to assess the airborne concentrations of toxic chemicals that may be present in the workplace due to the refining processes. This monitoring is a necessary first step in the Industrial Hygiene professionals' assessment of these hazards on the health of refinery employees. As the intern becomes increasingly familiar with the refining environment, the individual will be expected to perform a special project of a more comprehensive and technical nature on a subject mutually agreed upon by the intern and the Industrial Hygiene Supervisor. The intern will report to the Sr. Industrial Hygienist on a daily basis. The Occupational Health Manager may request that the intern assist the Health Team with regard to particular assignments. Work is reviewed as it is completed. The Manager is available for consultation whenever necessary.
1. Conduct monitoring to assess employee exposures to toxic chemicals. Monitoring may be conducted under routine operating conditions, during unit upsets, and during unit turnarounds. Monitoring is necessary to ensure the health and safety of refinery personnel and to comply with applicable OSHA regulations.
2. Complete appropriate forms to document monitoring, laboratory analysis and chain of custody reports.
3. Maintain and calibrate monitoring equipment to ensure that the equipment is in fully operational mode.
4. Provide research support into a special project(s) that is mutually agreed upon by the Health Team and the intern. The intern may research a particular aspect of Industrial Hygiene that holds a special interest if that work will benefit the refinery's IH efforts. The intern should have a B.S. in Industrial Hygiene or related scientific field. Pursuit of an M.S. in Industrial Hygiene or related field is suggested. Automobiles and the Environment
All Shredder Residue (ASR) is the non-metallic remains from shredding automobiles and white goods for the purpose of separating them into marketable ferrous and non-ferrous metal. It is a high-volume waste stream. Across Washington, shredders generate over 500 tons of ASR daily. ASR contains bits of rubber, foam, plastic, and cloth contaminated with lead, cadmium, mercury, chrome, polychlorinated biphenyls (PCBs) and poly-brominated diphenyl ethers (PBDEs) phthalates, and other toxic constituents of concern.
EPA and the Washington Department of Ecology are developing a program to reduce the environmental impacts of ASR from a lifecycle perspective. The intern will be involved in the formation of the team and the implementation of the project.
The intern will assist in realizing the following outcomes related to this effort:
1. Identify measurable Best Management Practices (BMPs) for dismantling, recycling, and shredding facilities to minimize the quantity and toxicity of ASR.
2. Develop recommended practices for assessing ASR at shredder facilities.
3. Communicating with dismantlers, recyclers, shredders and end-markets on quality of incoming material, removal of toxic components, and environmental issues associated with ASR.
4. Provide assistance and develop a recognition system to support the implementation of BMPs.
5. Develop bid specifications for use in contracting for end-of-life (EOL) services and for purchase of new vehicles when trying to minimize ASR at EOL.
6. Communicate outcomes to interested stakeholders via webinar and website materials.
7. Work with local governments to drive changes across the Northwest.
Sustainable Food Management Initiative
Food waste is currently the single largest component of our municipal solid waste stream with 34 million tons of food waste being generated yet less than 3% was recovered for reuse and composting. This impacts our economy since wasted food costs America over $100 billion annually (Bloom 2007). Food waste also impacts our society, given that 44% of all food produced or imported for US consumption was lost in 2008, yet 50 million Americans, or 14% of American households didn’t have access to sufficient safe and healthy food in 2009 (USDA). Moreover, food waste negatively impacts water quality, soil productivity and contributes to about 13% of the nation’s GHG emissions on a lifecycle basis. In response to this problem, EPA developed the Sustainable Food Management Initiative to help businesses improve their bottom line, and support their communities and environment. The Food Recovery Challenge is the main tool for businesses and includes technical assistance resources, recognition, and free access to a waste tracking and reporting system. Businesses are required to baseline their food waste data within 60 days of signing up and then commit to one source reduction,
donation, and composting or “other” activity. The intern will help implement the Sustainable Food Management Initiative in Region 10 with a focus on recruiting partners and providing technical assistance to our target sectors which include venues (sports, entertainment and conference facilities), grocers (including large national chains), and universities.
The intern will assist in realizing the following outcomes related to this effort:
1. Recruit venues, universities and grocers to sign up for the Food Recovery Challenge in Region 10.
2. Become proficient in conducting waste audits and provide technical assistance for new partners conducting baselines.
3. Provide technical assistance to existing and new partners on BMPs.
4. Outreach and education in collaboration with hunger rescue organization partners on the benefits of donation and legal protection under the Good Samaritan act to encourage corporate donation to people in need.

Description: The Occupational Health Internship Program (OHIP) is a training program funded by NIOSH and many other organizations to bring new people into the occupational health and safety professions.
OHIP provides graduate (public health, medical, nursing, etc) and undergraduate students hands-on experience working directly with workers, through labor unions or community-based organizations. Together with their host organization, the student interns design their own eight-week field-based project. Students from minority or immigrant backgrounds are particularly encouraged to apply, both to increase diversity in our field and to have the necessary language skills to work on projects in the low wage and immigrant workforce. Students can apply to work in any of the following cities, regardless of where they now reside: New York City, Boston, Berkeley/Oakland, Los Angeles, and San Diego.

Title: Biostatistical Analysis of Multi-Pollutant Exposure and Relationship to Effects

Description: Major challenges for integrating the science of air pollutant effects on human health include interpreting study results showing dissimilar concentration-health effects relationships across multiple U.S. metropolitan areas and the difficulty of discriminating the individual and combined effects of multiple air pollutants. The combination of new biostatistical methodology, innovative approaches to epidemiology, and improved human exposure estimation has great potential to improve our understanding of the relationship between both short-term and long-term human exposures to air pollutants and human health effects. The enhanced scientific understanding would directly benefit EPA’s Integrated Science Assessments that are used as a basis for air pollutant regulations, would make major advances in human exposure research, and could lead to a greater integration of epidemiologic results with more experimental studies.
The successful candidate will be expected to perform biostatistical research and analysis on the relationship between various human exposure metrics and human health effects, especially premature mortality, including cause-specific mortality. The research and analysis will estimate the health effects of multiple air pollutants in order to allow attribution of health effects to different pollutants or groups of pollutants using a variety of different human exposure metrics in close collaboration with new human exposure research.
The candidate must be able to work in a collaborative environment between the National Exposure Research Laboratory, the National Health and Environmental Effects Research Laboratory (NHEERL), and the National Center for Environmental Assessment (NCEA). Project Description:: The National Center for Environmental Assessment (NCEA) in the EPA’s Office of Research and Development are responsible for scientific assessment activities related to the effects of the criteria air pollutants (particulate matter, ozone, sulfur oxides, nitrogen oxides, carbon monoxide and lead). Such assessment activities are very broad and typically have significant implications for national and international environmental policy development and implementation. The participant will be involved in the review and evaluation of currently available scientific information for the purpose of developing integrated science assessment documents and communicating scientific information to other EPA program offices. Specific Tasks: The participant may be involved in (1) critically reviewing scientific literature on the criteria air pollutants within specific disciplines (i.e., epidemiology, toxicology, human exposure, etc.); (2) writing sections of the particulate matter and other criteria pollutant science assessment documents; (3) conducting database management activities related to the particulate matter review, including running queries, performing quality control and assurance, and modifying data structure as needed; and (4) performing data analyses that address key scientific issues.
Eligibility: Candidates should have received a doctoral degree in a field relevant to environmental science, such as epidemiology, ecology, toxicology, biology, statistics, physics, chemistry, computer science or information management within at least three years of the desired starting date, or completion of all requirements for the degree should be expected prior to the starting date. Experience on conducting literature reviews, interpreting scientific study results and preparing summary reviews is highly desirable. Project Description: There is an immediate opening for a postdoctoral fellow in the National Security Directorate Chemical and Biological Sciences Group at Pacific Northwest National Laboratory (PNNL). The postdoctoral scientist will work with an interdisciplinary team of scientists at PNNL to develop bioanalytical systems and support other research and development projects in the areas of environmental science, homeland security, and defense. The work will include developing automated fluidic and microfluidic systems that utilize functionalized microbeads or superparamagnetic nanoparticles. The fluidic systems will utilize novel approaches for trapping the particles, concentrating and purifying target bioagents or other analytes of interest, and various means of integrated and off-line quantitation including absorbance and fluorescence spectrophotometry, flow cytometry, cell culturing, and polymerase chain reaction (PCR). Applicant should have a strong background in biosensor development, chemistry, biochemistry or analytical chemistry. Experience in electronics and computer programming/external device control, molecular biology, nanoparticles, and fluidics/flow injection analysis are useful, but not required. This is a 1 year appointment with option to extend the appointment.
