Senior Evaluation Analyst, VA Puget Sound Health Care System

Dr. Cohen is an experienced public health researcher and program evaluator.  Since 2011, she has served as the Evaluation Manager for the National Center for Ethics in Health Care, Department of Veterans Affairs. From 2004-2011, Dr. Cohen was a Principal Health Research Scientist at Battelle Memorial Institute, where she designed and managed research and evaluation projects related to hospital quality, health care practices, occupational health, maternity care, reproductive health, maternal and child health, and nutrition. Previously, she served as a senior health program and policy analyst at the U.S. Government Accountability Office and research associate at the Congressional Office of Technology Assessment. She was a member of the University of Washington Institutional Review Board from 2006-2012. She received post-doctoral training at Fred Hutchinson Cancer Research Center, a PhD in nutritional epidemiology from Cornell University, an MPH in infectious disease epidemiology from the University of South Carolina, and a BA in economics from Johns Hopkins University.

Research Interests

Dr. Cohen's current work focuses on empirical research and evaluation in ethics to inform program planning and policy. Her evaluation interests include using qualitative and quantitative methods to evaluate clinical, research, public health, organizational ethics issues, programs, and policies. Dr. Cohen also has expertise in epidemiological study design and analysis, maternal and child health, breastfeeding, nutrition, program evaluation, mixed methods, survey research, metrics development, quality improvement, and benchmarking.
