Dr. Chan is a public health practitioner, epidemiologist and health services researcher with a focus on evaluating cross-sector strategies to reduce preventable death and illness and improve health equity.  She has led and co-investigated mixed-method studies of complex policy and program interventions, including conducting natural experiments, to study changes in policies, systems, and environments and their impacts on health outcomes.   She led the evaluation of a large ($25M) Communities Putting Prevention to Work Initiative in King County with multiple school, childcare and community policy, system, and environment change interventions to address obesity and tobacco disparities, led the evaluation of a similar initiative through the Community Transformation Grant $3.6M), led the natural experiment evaluation of the King County menu labeling regulation, and is evaluating the Health and Human Services Transformation Plan Initiative, which includes the Communities of Opportunity initiative, a partnership with The Seattle Foundation.  As the Assistant Chief of Assessment, Policy Development, and Evaluation at Public Health - Seattle and King County, she provides oversight of masters and doctoral-level staff responsible for community assessment and evaluation.  She served as the research lead for public health systems and services research with the Washington State Practice-Based Research Network and has served on the CDC Expert Panel on Approaches to Address Obesity Disparities: Division of Nutrition, Physical Activity, and Obesity
