Introduction

Sudan street sceneIn the last three years, substantial efforts have been dedicated to scaling up HIV/AIDS prevention and treatment in Sudan. Increased flow of resources, including successful Round 3 and Round 5 Global Fund applications in the North and Round 4 funding in the South, combined with a renewed political commitment and the creation of the Government of National Unity have created real opportunities to build quality HIV care into the restructuring health care system. Building health and social infrastructure in this fragile political environment is one essential element to fostering Sudan’s progress on the path to peace.

The Sudan National AIDS Program (SNAP) developed a comprehensive HIV policy, including a multi-sectorial strategic plan and is now scaling up treatment. However, due to the new experience of the country in HIV/AIDS programming and an overall health care infrastructure weakened by years of civil strive, many challenges have emerged. To strategically address these systems related issues, the Ministry of Health is developing new partnerships with NGOs as a mechanism to enhance health system capacity to meet the urgent needs for the post conflict era. Because of HAI’s experience in fragile states in Mozambique in the 1980s and ‘90s and East Timor today, representatives of SNAP approached HAI in late 2006 to explore the possibility of partnership and support in scaling up HIV/AIDS services, including treatment and health systems research.

HAI’s proposal covers expansion of treatment and testing services, especially focusing on the testing and treatment of hospitalized patients and patients in the TB program. Currently HAI has office spaces in Khartoum 2 and in the Sudan National AIDS Program office.
