The Peruvian Principal Investigator, Dr. Jorge Sanchez, began his collaborations with Dr. Connie Celum (Seattle Principal Investigator) when he was a Fogarty Scholar at the University of Washington in 1990. In 1999, Connie and Jorge set up a formal collaboration by applying to the NIH for funds to implement an HPTU in Lima. At the same time, Jorge began collaborations with Dr. Julie McElrath at the Fred Hutchinson Cancer Research Center to apply for funds to implement an HVTU in Lima. The non-governmental organization that resulted in these collaborations is called the Asociacion Civil Impacta Salud y Educacion (commonly known in Lima as IMPACTA).

IMPACTA has a strong group of investigators, recruiters, peer educators, and counselors who work with the MSM community in Lima. They are currently implementing both vaccine and behavioral intervention studies. The Lima-based investigators continue to collaborate with the Seattle-based investigators, and the ultimate goal of the investigators at IMPACTA is to have a self-sufficient clinic with the latest technology that will allow them to do both HIV prevention and vaccine clinical trials.
