The Seattle general strike began in shipyards
that had expanded rapidly with war production contracts. 35,000
workers expected a postwar pay-hike to make up for two years of steep
wartime inflation and strict wage controls imposed by the federal government.
However, the new agreement led to only meager gains, and
these only for skilled workers.
