Civil rights activists in Seattle had long fought against Seattle's segregated housing market. In 1964, activists succeeded in placing an Open Housing Ordinance, known as Proposition 1, on the ballot for the March elections. The measure gained widespread support from Seattle's civil rights leaders, but was defeated, in part because of a media scare campaign aimed at white homeowners.
