Guidelines for 1965 "Freedom Patrols" to eliminate police brutality

After the police shooting of an unarmed African American in Seattle, CORE, the Central Area Civil Rights Committee, and other civil rights leaders developed "freedom patrols," modeled tactics from the 1930s, where groups of civilians followed and oversaw police units on duty.
