Evaluation Services

Mission Statement:
Evaluation Services partners with agencies to inform practice and policy to benefit children and families.

  • We partner with public or private agencies as a team to clarify their goals, describe their service delivery models and practice, identify who is being served, and develop the outcomes that are being accomplished.
  • We engage program staff in reflective practice that clarifies the evaluation focus.
  • We include stakeholders who are interested in evaluation results.
  • We ensure that the evaluation provides useful information.

The Evaluation Services Team has completed projects that have ranged from short term community needs assessments and process evaluations through multi-year, multi-site outcome evaluations. Projects have varied in duration from six months through six years with costs ranging from $10,000 to $600,000. The Evaluation Services Team has partnered with private funders, state child welfare agencies, city and state agencies, and federal agencies in conducting evaluations. Evaluations of Professional Social Worker Training

Child Welfare Training & Advancement Program (CWTAP) (Children’s Administration).
Multi-year evaluation of the University of Washington and Eastern Washington University Child Welfare Training and Advancement Program to evaluate the effectiveness of Master’s level education for social workers. Evaluation assesses the placement and professional preparation of graduates who have received their MSW through CWTAP who are employed in Children’s Administration. New Social Worker Academy Training (Children’s Administration).
Ongoing evaluation of a series of trainings provided by the Children’s Administration to new staff. Evaluation includes assessment of the core curriculum to support recommendations to improve and streamline the course offerings in child welfare services (Evaluation team: Carol Harper)

Academy Learning Assessment Tool (Children’s Administration). Assess and refine a knowledge tool designed for use with newly hired workers. The tool can currently be used for training improvement purposes with long-term goals for use in high stake testing and to assess skill development. (Evaluation team: Carol Harper)

Evaluations of Projects to Improve Social Work Practice & Child Welfare

Family Group Conferencing ( Children’s Administration, Stuart Foundation).
Three-year qualitative evaluation of family members’ and service providers’ perceptions of family decision making and child outcomes. Project is conducted in partnership with the Children’s Home Society of Washington. (Evaluation team: Carol Harper, Briana Yancey) More...

Mockingbird Family Model Project (Mockingbird Society).

Quality Improvement Center Frontline Connections (Children’s Bureau, Department of Health and Human Services).
Fifth year of a five year project assessing knowledge generated by three sub-grantees that developed and implemented culturally competent models of service delivery for families referred to or at risk for CPS involvement. (Evaluation team: Maggie McKenna, Renee Lamberjack)


Court Improvement Training Academy (University of Washington Law School, Child and Youth Advocacy Clinic) Community stakeholder interviews to identify the need for training for meaningful advocacy and meaningful hearings in Dependency Court. Multi-year Evaluations of Housing Initiatives

Sound Families Initiative (Bill & Melinda Gates Foundation).
Six-year evaluation of service-enriched transitional housing for homeless families in the Puget Sound Region. The longitudinal design includes interviews with families while residing in transitional housing and up to three years after exiting. Tacoma Housing Authority Salishan HOPE VI Redevelopment (HUD).
Examines outcomes of public housing residents who are relocated during the redevelopment of the Salishan public housing community; examines neighborhood and community-level outcomes of the HOPE VI revitalization. Collaborators: UWT Social Work & Nursing programs, Pacific Lutheran University Social Work & Anthropology Depts. (Evaluation Team: Kathy Brennan, Jami Bodonyi)

Projects Related to Family Support, Child Abuse Prevention Programs

Adolescent Family Life Demonstration Project (Office of Adolescent Pregnancy Programs, Office of Population Affairs, DHHS).
Five year demonstration project with a local and national cross-site evaluation of parent and child outcomes for participants receiving health, education and employment services (Evaluation team: Maggie McKenna, Kate Grossman)

Early Head Start- University of Washington Partnership (Administration of Children, Youth & Families, DHHS).
Three year study of University-Early Head Start Partnership to assess the use and reliability of a research-based tool on parent-child attachment applied in a practice setting (Evaluation Team: Maggie McKenna, Renee Lamberjack)

Infant Mental Health in the Courts Project (Stuart Foundation).
Data collection and analysis project for the Center for Infant Mental Health, School of Nursing, University of Washington. Project will include qualitative data collection and analysis of community stakeholder interviews. (Evaluation Team: Briana Yancey, Maggie McKenna, Dee Wilson)

First A.M.E. Fatherhood Responsibility Engagement and Services in Head Start. Process and Outcome Evaluation project for the First A.M.E. Child and Family Center grant on increasing fathers’ involvement in their children’s lives and enhancing their parenting skills. (Evaluation team: Renee Lamberjack, Maggie McKenna)

Projects Assessing Education and Outcomes for Children and Youth

Seattle YWCA Girls First Program (Bill & Melinda Gates Foundation). Four year evaluation of an educational enrichment program for at-risk ethnic girls of color to increase school completion, educational attainment, and positive esteem.
