Zynovia Y. Hetherington, MSW: Director

Ms. Hetherington provides leadership and direction to CWTAP - a partnership between the University of Washington and the state of Washington’s Children’s Administration - for the production of qualified MSW students that specialize in public child welfare. Ms. Hetherington also manages the CWTAP Practicum Instructors, Practicum Coordinators, and the Assistant to the Director.

Ms. Hetherington has worked in the field of child welfare since 1987 and in the Washington State public child welfare system since 1997. She is a mentor and trainer to newly-hired social workers. Her special interest is permanence for African-American children and adolescents.

Carol Donaldson, MBA, MSW: Associate Director, UW, Tacoma

Ms. Donaldson manages CWTAP at the University of Washington, Tacoma. She also teaches permanency planning for CWTAP students new to the field of public child welfare and provides a specialized practicum experience for students at the Tacoma, Bremerton, and Tumwater DCFS offices. Ms. Donaldson maintains offices at the Tacoma DCFS office and at the University of Washington, Tacoma.

Ms. Donaldson earned an MSW at the University of Washington while participating in the Child Welfare Training and Advancement Program (CWTAP). She has served as a CPS worker, a CWS worker, and a Program Manager for DCFS. In 2002, she set up the first CWTAP site in Bremerton DCFS office. She has a special interest in permanence for adolescents and children of color, especially multi-cultural and multi-racial children.

Donna Kellam, MSW: Practicum Coordinator, CA Employees

Ms. Kellam is a practicum instructor for MSW extended degree students participating in CWTAP who are also employees of Children’s Administration. She received her MSW from the University of Washington and is a graduate of CWTAP. Her undergraduate work was at University of California, Berkeley.

Ms Kellam has worked in public child welfare since 1980 and has direct service experience in all programs in the Division of Child and Family Services (DCFS). She has served as a mentor and trainer for new employees. In 2000, she became a regional program manager and supervisor. Her areas of particular interest are timely permanency planning for all children in the child welfare system, adoption, and post-permanency services.

Reina Dastur, MSW: Practicum Coordinator, Non-CA Employees

Ms. Dastur completed her MSW in 1991 with an emphasis on social work administration at the University of Washington. She has 15 years experience providing direct and indirect services to children and families as well as providing program support in the field of public child welfare. Prior to joining the staff of CWTAP, Ms. Dastur was employed in Seattle as a social worker for the Division of Children and Family Services (DCFS), Children's Hospital, and Regional Medical Center.

Yasmeen Holmes, Program Coordinator, Tacoma

Yasmeen Holmes has been the program coordinator for the Child Welfare Training and Advancement Program (CWTAP) for the Tacoma campus since February of 2005. She is responsible for coordinating trainings, seminars, travel, purchasing, and other day to day administrative activities for students and Practicum Supervisors.

Poonam Lata: Student Services Coordinator

Ms. Lata is responsible for managing four different CWTAP programmatic activities, including student database management, admissions, educational assistance disbursement, and fiscal reporting.

Alisha Gregory-Davis: Program Coordinator, Seattle

Ms. Gregory-Davis has worked with the School of Social Work since February of 2001. She is responsible for coordinating trainings, seminars, travel, purchasing, and other administrative activities for students and Practicum Instructors in the Seattle area. Ms. Gregory-Davis also assists with the day to day operations of the CWTAP program.

Larisa Baturevych: Budget Analyst

Ms. Baturevych has been with NICF since February 2003. She oversees general fiscal reporting and budget management as well as annual contract renewal.

Bill Cleaveland, MSW: Program Manager, Office of Staff Development and Training, State of Washington, Children's Administration

Mr. Cleaveland has worked in public service since 1979. He has worked as a Supervisor and Program Director in the Juvenile Rehabilitation Administration; Supervisor and Program Manager in DCFS; Program Manager in Division of Licensed Resources and Contract Risk Manager in Economic Services Administration. Prior to working with CWTAP, he was employed with the Division of Developmental Disabilities where he worked as the Medicaid Waiver Program Manager. Bill earned his MSW in 1978 from the University of Washington.

Lara Thompson, MSW: Practicum Supervisor for Kent Office

Ms. Thompson received her MSW from Clark Atlanta University in 1995, with a concentration in School Social Work with African American Children & Families. She has worked in the area of Child Welfare for over 11 years, where she has provided direct services to children and families in the areas of teen pregnancy, mental health and school based case management.  Ms. Thompson began working with Children’s Administration in 1997, and has held positions in CWS, FRS, Family to Family, and most recently with the CA Training Academy, as a trainer for newly hired social workers.  Ms. Thompson has a special interest in Educational Advocacy for children of color in foster care.
