Dr. Layton is the Program Director for the University of Washington Department of Psychiatry & Behavioral Sciences Residency Training Program – Spokane Track. He received a B.A. degree in Chemistry with Distinction from the University of Kansas, and both an M.D. and Ph.D. in Pharmacology from Kansas University Medical Center. After completing his psychiatry residency training at the University of Washington in Seattle, he stayed on as a faculty member for two years, including serving as Medical Director for the UW Medical Center Inpatient Psychiatry unit. Dr. Layton moved to Spokane in 1999, and served as Medical Director at Spokane Mental Health, the main outpatient psychiatry training site for the Spokane Track, from 2000-2008. Currently, he is a Clinical Associate Professor in both the Washington State University WWAMI (Washington-Wyoming-Alaska-Montana-Idaho) Medical Education Program, where he teaches the Systems of Human Behavior course for first year medical students, and the University of Washington Department of Psychiatry and Behavioral Sciences. He is also an Adjunct Associate Professor in the WSU College of Pharmacy, and Medical Director for the Program of Excellence in Addictions in the WSU College of Nursing.

Dr. Layton is certified by the American Board of Psychiatry and Neurology and is a member of the American College of Psychiatry, the American Psychiatric Association, Washington State Psychiatric Association, Washington State Medical Association, and the Spokane County Medical Society. He has published numerous scientific articles in the fields of psychopharmacology and neuroimaging, presented research findings in national and international forums, and received awards from the National Alliance for Research in Schizophrenia and Depression, National Institute of Mental Health, American Federation for Clinical Research, American Psychiatric Association, Washington Community Mental Health Council, and he is listed as one of “America’s Top Psychiatrists”.

Work experience/areas of interest:
I grew up in England and completed medical school training at University College London.  I spent 18 months in a pilot program where medical students provided psychotherapy to patients under the guidance of a master psychotherapist.  This was my favorite experience in medical school and had a profound effect on my career path. My formal Psychiatric Training began in England at the Royal Free Hospital Training Program in London, where I spent six months. I then lived in New Zealand for a year and worked as locums Registrar in Emergency Psychiatry and Community Psychiatry.  It was a unique opportunity to work in a bicultural community, working closely with Maori Mental Health workers in assessing, understanding and treating this native New Zealand people.  On moving permanently to the United States I chose the University of Washington Spokane Track as I wanted to work in a smaller community and focus on Psychotherapy training.  Psychotherapy remains my real passion and I am delighted to be actively involved in teaching residents these skills.

Current clinical work:
As the Assistant Program Director, I am responsible for coordinating our Psychotherapy Training.  I organize and teach in the Psychotherapy didactic module, which runs for 20 sessions on alternate years.  I oversee the allocation of therapy patients and supervisors so that our residents have continuity of training on the transition form Seattle to Spokane. I organize the Psychotherapy Supervision course for our faculty to help provide support and ongoing education about this vital part of resident education.  I teach the Clinical Interaction Seminar for 6 months of the year in which we focus on the relationship in Pharmacotherapy, examine complex cases and demonstrate patient interviews in a group setting with both faculty, residents and medical students.

I also have a private practice focused on providing short term dynamic psychotherapy with or without medication management.    I strive for clinical excellence in my work and monitor treatment outcomes at each patient visit.  I participate in a peer supervision group and welcome any opportunity to improve my clinical practice.  I feel very strongly about physicians’ ethical responsibility to patients and as such have led review teams in trying to change physician interactions with the pharmaceutical industry.

I work one-day week for the Community Health Association of Spokane (CHAS) in their newly established GA-U expansion program. As the Consulting Psychiatrist, I support mental health care provided by primary care providers and care coordinators treating GA-U patients in the community health clinic.

I started my career working in schizophrenia research at the University of Chicago, while doing geriatric psychiatry private practice, involving mostly inpatient and nursing home work.

I then switched to full time academic geriatric psychiatry, and was formerly the director of Geriatric Psychiatry at Northwestern University in Chicago. There I was involved in research and clinical work in relation to the treatment of depression in the elderly, with special emphasis on psychotherapy, ECT and rTMS.

I was also involved in research and clinical work through our Alzheimer’s Disease Center, with special emphasis on neuroprotection and the management of the behavioral disorders of dementia.

Current clinical work:
I am currently working on the admission unit for the Adult Psychiatric section of Eastern State Hospital where we treat acutely and severely ill patients admitted from the community or transferred from area community hospitals. We see a wide range of diagnoses and many of our patients have a dual diagnosis, and present with complex biological and social issues.

I grew up in rural Kansas and attended the University of Kansas in Lawrence where I studied Social Work.  The social work program was steeped in the Strengths Perspective and gave me my first experience working with chronically mentally ill Veterans in nearby Topeka, KS.  After graduation I worked as a case manager for chronically mentally ill in a congregate care facility.  In this position I became frustrated with lack of primary care available to the chronically mentally ill and vowed to do something about it by going to medical school.  During medical school I seriously considered several specialties, but ultimately couldn’t resist psychiatry.  To this day, I feel like it’s the most exciting specialty in medicine.  I expect the knowledge base in psychiatry to expand dramatically during my career, which I find thrilling.  I was honored to do a residency at the University of Washington and was especially challenged working at Harborview and doing call at the University of Washington Medical Center.  My outpatient training at Spokane Mental Health as a resident was equally intense and gave me confidence to take a job there after my graduation from Residency in the Spokane Track.

Areas of interest include alliance, meditation and motivational interviewing.  I especially like helping my clients quit smoking.  I enjoy coordinating with primary care providers and ensuring my patients are getting good preventative medical care.

In an attempt to improve my practice, I participate in a peer consult group.   I practice evidence based medicine which keeps me constantly learning.

Current clinical work:
I work 30 hours a week at Spokane Mental Health.  I provide supportive therapy, cognitive behavioral therapy and motivational interviewing in conjunction with medication management.  My clients are chronically mentally ill and dually diagnosed.  I work closely with nursing, other medical providers and case managers to provide comprehensive care for our clients.  I enjoy working with medical students and residents in the clinic.

Work Experience/Areas of Interest:
I completed training in 1968 and was drafted into the Air Force during the Vietnam War. I liked the service better than I thought I would and stayed for 22 years. I ran psychiatry services in Florida, DC, Germany, England, and Japan, and maxed out as a Colonel and Consultant to the Air Force Surgeon General for Psychiatry.  Along the way, the Air Force sponsored me for a Fellowship in Forensic Psychiatry with Dr. Phil Resnick.

After the Air Force, I was in private practice in Alabama and was a State Forensic Psychiatrist in South Dakota. Then I worked for the Federal Bureau of Prisons where I was assigned to medium and high security facilities in Georgia, South Carolina, and Missouri, performed legal evaluations for federal courts, and wrote the protocol for the B.O.P.’s first psychiatry telemedicine service. Five years ago I retired from federal service and relocated to Washington. Hopefully my career as an itinerant forensic psychiatrist will end here.

I am certified by the American Board of Psychiatry and Neurology with their Special Qualification in Forensic Psychiatry, and am also certified by the old American Board of Forensic Psychiatry. I have been a Clinical Associate Professor at the Uniformed Services University of the Health Sciences (the military medical school) and the University of South Dakota.

My children are grown and established in their own careers. I live with my wife and four dogs in a rural area. We have 20 acres, lots of trees, and a pond.  Life is good.

Current Clinical Work:
Forensic psychiatry is my job and my hobby. It gives me an inexhaustible supply of interesting people to evaluate.  At Eastern State Hospital, I am one of a group of psychologists and psychiatrists who evaluate criminal defendants for competency to stand trial and legal sanity.  When we write reports, we can assume there is a psychiatrist or psychologist on the other side who will try to prove us wrong. Sometimes they succeed, and that’s how we learn. We also testify in court, and are subject to cross examination. One of my lectures deals with testifying and surviving cross.

I try to train my residents the way Phil Resnick trained me. After the resident is familiar with basic forensic concepts (such as competency and sanity), we review records and interview the defendant together. Then the resident writes up the case and I critique it. Courts are not satisfied with bottom-line professional opinions. They want us to document our data and lay out the reasoning that supports our conclusions. Part of the resident’s training is learning to think and write that way. In a sense, I try to teach residents to think like lawyers.

His practice focuses on intensive short-term clinical psychotherapy, neuropsychology, rehabilitation and forensic psychology. He has provided expert testimony involving both civil and criminal matters in Federal and State Court. He provides training and education regarding forensic and clinical issues to several local and national level psychological, legal, vocational and insurer groups.

Dr. Green is Chairman of RehabLogic, Inc.,, a company which provides assessment, treatment and consultative services for the neurologically impaired patient's reintegration into the various roles in family, work and community settings.

Dr. Green is a board certified psychologist licensed in Washington and Idaho. He is a Fellow in the Academy of Clinical Psychology. Prior to coming to Spokane, he was an Assistant Professor of Medical Psychology at Duke University Medical Center. My journey in Psychiatry, one that has been endlessly rewarding, began with a residency at The Menninger School of Psychiatry in Topeka, Kansas.  My first year’s assignment was to be in charge of a 25 bed, locked unit at the one thousand bed, Topeka Veteran’s Administration Psychiatric Hospital.   About half way thru my first year, I was surprised to see that I was scheduled to admit a Veteran Psychoanalyst from Boston.  When I went to my supervisor, he told me I would be treating professionals all of my career and this was as a good time as any to start.  His confidence and support throughout the year inspired a desire to teach and a special interest in treating physicians and their families

After residency, I was Chief of Psychiatry at Forbes Air Force base in Topeka and Instructor in the Menninger School of Psychiatry where I supervised Menninger Residents who rotated to our service.  As Chief of Psychiatry, I evaluated pilots who flew nuclear weapons and Airmen who worked in the Missile Silos.  I testified at Court Marshals and Disciplinary Hearings.  My legal experience began a lifelong interest in the forensic aspects of psychiatry.  In keeping with that interest, I have testified in a number of trials and currently lecture our residents on the Medical Legal Aspects of Suicide.

My next career stop was Highland Hospital in Asheville, North Carolina.  It was a 150 bed, private, psychiatric hospital owned by Duke University.  We saw patients from the Southeastern part of the US who had not done well in their community hospitals.   I became an Assistant Professor of Psychiatry at Duke, Clinical Director of Highland Hospital and Consultant to the Medical Director of Broughton State Hospital.  We started a psychiatric residency associated with Duke much as the Spokane Tract is associated with The University of Washington and again I supervised residents and lectured on a number of topics.

Current clinical work:
I then moved to Spokane to practice with a brother who is a Psychiatrist and another brother who is a Psychologist.  I helped with the design of Sacred Heart’s Psychiatric Unit,  served for a short time as Interim Director, admitted patients to the unit and have done consultations  at all of our Spokane Hospitals.  I was Medical Director of Pinecrest Hospital, a private psychiatric hospital in Coeur ‘d Alene, Id.  I currently have a private office practice and am a Courtesy Clinical Assistant Professor of Psychiatry at the University of Washington.

I worked for a number of years with one of the best known Short-Term, Dynamic therapists, Habib Davanloo, M.D., a Professor of Psychiatry at McGill University Medical School in Montreal, Quebec.  I served as a Board member of the American Institute for Short-Term Dynamic Psychotherapy and was on the Editorial Board of The International Journal of Intensive Short-Term Dynamic Psychotherapy.

In keeping with that experience and the psychodynamic orientation of Menninger’s, I teach the BAP seminar in our Residency and supervise residents in individual psychodynamic psychotherapy.

I enjoy group psychotherapy, have had a great deal of experience running psychotherapy groups and currently lead our weekly Resident’s T Group.

In short, teaching has been one of my strong professional interests from the beginning and remains one of the most rewarding aspects of my career.

Mark Mays, Ph.D., J.D. is in private practice in Spokane, Washington.  Affiliated with the University Of Washington School Of Medicine as a Clinical Professor.  Also an attorney, Dr. Mays has served on the Faculty of Gonzaga School of Law, where he has taught Evidence law for 15 years. His book, Treatment of Depression in Managed Care, published by Bruner Mazel, was a Behavioral Science Book Club selection upon its release in 1997. He has published numerous professional articles and book chapters and is a consulting editor for The Journal of Individual Psychology and the American Journal of Family Therapy. Dr. Mays has served on the Washington State Examining Board of Psychology, as President of the Washington State Psychological Association, and as Chair of the Committee for Legal Issues for the American Psychological Association.  He serves on the Board of Directors of Spokane Mental Health and the Board of Trustees at Eastern Washington University. Prior to Psychiatry, I had been a practicing Ophthalmologist, but in a relatively short time I found the private practice routine to be non-stimulating. With some contemplation, I decided to re-train as a Psychiatrist.

After graduating from the University of Washington’s Advanced Clinician Track for Psychiatry in Spokane, I decided to stay in Spokane to treat the underserved.

I enjoyed working with the chronically mentally ill in an outpatient setting. So I began working at Spokane Mental Health seeing adult patients.

Current clinical work:
Our patients have a wide range of issues and diagnoses. We treat those with chronic psychotic disorders, mood disorders, substance use disorders, and developmental problems.

Although my clients are mostly ambulatory adults, I do have a sizable geriatric clinic as well. I find treating individuals primarily with mood disorders the most rewarding, in that the potential to improve their quality of life can be dramatic.

Despite the majority of patient care revolves around medication management, psychotherapy, especially Cognitive Behavioral Therapy, has proven to be a beneficial modality for many patients.

Dr. Patterson is a board certified by the American Board of Psychiatry and Neurology and specializes in general adult psychiatry. He is Clinical Assistant Professor of Psychiatry in the University of Washington Department of Psychiatry and Behavioral Sciences and provides ongoing clinical supervision to Spokane psychiatric residents.

Dr. Quinnett is a clinical psychologist and the President and CEO of the QPR Institute, a national and international suicide prevention education organization.  Prior to founding the QPR Institute, Dr. Quinnett was the Director of Adult and Elderly Services at Spokane Mental Health, a position he held for 30 years. In addition to serving as the training director of SMH’s APA approved internship, he also maintained a limited private practice in psychotherapy, law enforcement and corporate consulting.  His primary interests now are in understanding and preventing suicide across the life span, technology transfer, and the application of a systems model to reduce medical errors associated with the assessment and management of patients at elevated risk of suicidal behaviors.

He is past Editor-in-Chief of Preventing Suicide: the National Journal, has been a founding board member of two national suicide prevention organizations (SPANUSA and 1-800-SUICIDE), and consults with dozens of national or international organizations. His institute has trained and certified more than 5,000 instructors to teach QPR (a mental health equivalent to CPR).  These instructors train approximately 10,000 suicide prevention gatekeepers per month in the US and abroad. The institute also trains and certifies advanced clinical instructors to teach suicide risk assessment and management in their own agencies and communities.

Dr. Quinnett’s current practice is restricted to education, training and research.  He is involved in a variety of collaborative public health and clinical research projects with a number of institutions both in the US and abroad.  His latest project is a building a global network of suicide intervention specialists who are trained online to provide emotional support, intervention, assessment and suicide risk mitigation services in the text-only world of cyberspace.
