Federal and State Technology Partnership Program (FT)

The Federal and State Technology (FAST) Partnership Program provides one-year funding to organizations to execute state/regional programs that increase the number of SBIR/STTR proposals leading to an increase in the number of SBIR/STTR awards.

 

As set forth in the Small Business Act (Rev.13) FAST awards build the SBIR/STTR ecosystem through:

 

1. Outreach: increase the pipeline of possible applicants (see SBIR authorization language for explicit direction to increase the participation of women, socially/economically disadvantaged individuals, and small businesses in underrepresented areas - typically rural states); and build the capacity of partner organizations and individuals to refer possible SBIR/STTR applicants through train-the-trainer activities.

2. Technical and business assistance: support new business formation through programs or services that improve proposal development and team creation; provide assistance that leads to the commercialization of technology developed through SBIR/STTR program funding; and form or encourage relevant mentoring networks to provide business advice and counseling.

3. Financial support: make cooperative agreement or loans to applicants to pay a portion or all the cost of developing SBIR/STTR proposals, attending relevant conferences, and bridging gaps between phases.

 

A total amount of $3,000,000 in FY 2020 funding is available for this program. SBA expects to make approximately 24 awards with a maximum amount of up to $125,000. Only qualified recipients will be funded. There is a matching fund requirement and resources should be noted in the technical proposal.

 

A non-Federal match is required, and not less than 50 percent of the match provided by a recipient must take the form of cash. The remaining match amount may consist of indirect costs and in-kind contributions. With the exception of the Community Development Block Grant (CDBG) program, no portion of the match may be derived from funds provided under any other Federal program. Applicants may use up to five (5) percent of their cooperative agreement for planning activities which are excluded from the non-Federal matching requirements.

  1. a one-page letter of intent with a description of proposed aims and approach
  2. CV (not NIH format)  of the PI

 

to research@uw.edu by 5:00 PM Thursday May 28, 2020. Proposals are due to the 6/19/20 so you will need to have your materials in to the Office of Sponsored Programs by 6/10/20 for processing, if given the go ahead by the Proposal Review Committee.
