The NCAE-C Program Management Office (PMO) will award three grants for each topic in UC2 RFI 2 and 3 as described below based on availability of funding. Responses may include, but are not limited to, theories supported by evidence and analysis, proofs of concept, hypothesis testing, predictive models, prototypes of technologies with performance and effectiveness, and analyses of alternative approaches to risk management. These grants should result in a research deliverable that will proceed to prototype or capability development in the second year should the deliverable win selection.

Each grantee is encouraged to identify a partner DoD research organization for collaboration and assistance. Where feasible, the grantee will engage the DoD collaborator during the development of the proposal to strengthen the alignment of the research to DoD capability needs. Where a partner is not identified, the NDU CIC will provide the assignment and POC information with the notification of selection.

The response format is attached. Each response should address the challenge from one perspective. Institutions may provide multiple responses engaging different faculty teams or subject matter experts. Responses must be succinct and focused.

Initiatives covered by this solicitation:

  • UC2 RFI 2 (Originally published fall 2022) Implementing Zero Trust at the Tactical Warfighting Edge. The DoD is seeking innovative and actionable approaches to provide Zero Trust (ZT) functionality to warfighters operating at the tactical edge. ZT Enterprise capabilities and activities may not be effective at the tactical edge due to operational impacts from denied, disrupted, intermittent, and limited (DDIL) environments, including limited bandwidth

  • UC2 RFI 3 (new). The U.S. Department of Defense (DoD) seeks research that will render ineffective foreign information operations and malign influence activities against the United States and free world governments and populations. The DoD University Consortium for Cybersecurity (UC2) invites the academic community to provide responses in the format of research papers on innovative and actionable approaches in countering foreign information operations and malign influence activities either from the technological perspective or from the policy and strategic perspective.

  1. A one‐page letter of intent, identifying the initiative you are addressing, with a description of proposed aims and approach.
  2. If the final application requires a diversity statement or statement of broader impacts, please summarize your plans to address the specific requirements on an additional page.
  3. CV (not biosketch) of the PI.

to limitedsubs@uw.edu by 5:00 PM Friday, June 2, 2023. Proposals are due to the sponsor 6/30/2023, so you will need to have your materials in to the Office of Sponsored Programs by 6/21/2023 if given the go‐ahead by the Limited Submissions review committee.
