The Tri-County Collaboration Project



PROJECT OVERVIEW

Currently, persons with HIV/AIDS and histories of mental illness, chemical dependency, or criminal justice system involvement receive care from various service delivery systems. Collaboration among health care providers in the different systems is often lacking due to separate funding streams and administrative bodies. The purpose of the Tri-County Collaboration Project is to improve the integration of health care delivery to HIV infected persons with multiple issues by working at the patient, agency, and systems levels throughout the Seattle Eligible Metropolitan Area (EMA; includes King, Snohomish, and Island Counties of WA State). The goal of this 5-year project is to improve collaboration among providers by faciliating linkages and cross training, by addressing agency and systems policy issues which create barriers to service integration, and by establishing a team of experts to disseminate information to providers of care across systems. Ultimately, we hope these efforts will improve the delivery of care services to HIV infected individuals with multiple problems which in turn will result in better health outcomes.


SERVICES

We publish a bimonthly newsletter which contains contact information and topics of interest to providers and consumers.


FUNDING

This grant is funded through the Health Resources and Services Administration (HRSA), Special Projects of National Significance (SPNS) Program (Title V funding).


STAFF

Victoria Harris, MD, MPH, is an Assistant Professor in the Department of Psychiatry and Behavioral Sciences at the University of Washington. She is a board certified psychiatrist with 9 years of forensic (correctional) psychiatry experience and 5 years of HIV/AIDS psychiatry experience. She is the lead principal investigator on the team.

Karina Uldall, MD, MPH, is a Professor in the Department of Psychiatry and Behavioral Sciences at the UW School of Medicine, balancing patient care with research, teaching, and administrative responsibilities. She is a co-principal investigator and trainer on the project, as well as a board certified psychiatrist. Her primary area of expertise is HIV/AIDS psychiatry. Research areas of interest include delirium in HIV/AIDS, psychopharmacology in HIV/AIDS and health services in consult/liaison psychiatry.

Mimi Allin, is the program coordinator for the project. She manages the mailing databases and co-edits the project newsletter, The SPNS Connection, with Karina Uldall. She also assists with coordinating and writing of project reports and other types of administrative support.

Terry O’Neil, PhD, is a research consultant and has a doctorate in clinical psychology. Her role on the project includes database development, management and analysis, as well as project evaluation. She also teaches a graduate course in psychopathology at Antioch University. She maintains a private practice in Bellevue, WA, where she works primarily with victims of trauma and domestic violence.

Reema Rafii, MPH, MSW, is the senior project evaluator. Her educational background is in Behavioral Science and Health Education. Her role on the project is to oversee the planning and implementation of all evaluation activities. She also attends national meetings and collaborates on the preparation and dissemination of project findings. Her experience includes volunteer work in the development and provision of HIV/AIDS prevention education.

Shelly Tonge, MPA, is the project manager. Her duties include budget management, supervising personnel, coordination/leading of meetings and other project activities such as overseeing project reports. She is responsible for determining that project activities are completed in the stated timeline. She also serves as liaison with the UW regarding UW policies (e.g., pertaining to budget, personnel, purchasing).
