About the Early Childhood Education - Total Quality Outreach Project

The Early Childhood Education - Total Quality Outreach (ECE-TQO) Project assists Early Head Start, Head Start, and
Migrant Head Start programs to enhance their services and curricula for students with
special needs through the use of best practices. Project features include:
Program Self-Appraisal
Teachers and coordinators from participating programs use a research based self-appraisal
process depicting exemplary early childhood education practices. These teachers and
coordinators tailor their internship based on this self-appraisal. They review program
strengths and needs, and prioritize three or more program enhancement areas. Two to
three staff then participate in an early childhood outreach internship.
Internship Training
Interns visit the University of Washington whose early childhood education programs have
demonstrated strengths in areas that correspond to intern enhancement priorities. During a
five-day visit, the interns observe their host schools' programs, participate in classroom
activities, consult with colleagues, and receive inservices from leading professionals on
recommended practices. A daily reflective process helps link daily experiences in classrooms
with program enhancement priorities. The outcome of the internship experience is the development
of individual and team Enhancement Plans.
Follow-up Support
Project staff work closely with interns to provide support, resources and information
as needed. Consultations may be arranged with exemplary practice specialists who will
assist internship participants in completing Enhancement Plan goals. During an on-site
follow-up visit, interns and project staff review plan progress, revise goals and/or
timelines, and determine local outreach options.

RinaMarie Leon-Guerrero, M.Ed. - Former Project Coordinator Head Start Outreach. Rina is now in the
Ph.D program in Special Education at the University of Washington.
