Revised December 5, 2002

A report titled "The Concurrency Calculation Process: Current Procedures and Potential Alternatives" (Mark Hallenbeck, 2002) serves three functions:

  1. It meets the requirement for Technical Memorandum #2, a report on state, regional, and local concurrency systems and practices, and describes how concurrency is calculated. (View the complete report.)

  2. It fulfills the requirement for Technical Memorandum #4 on issues identification, and describes the limitations of those procedures and highlights important issues raised by project stakeholders that should be addressed in changes to the current system. (View the report section that discusses issues identification, or view the complete report.)

  3. It presents an initial review of alternative approaches to changing or refining the concurrency practices currently used by some of the participating cities, and provides a preliminary review of alternatives that are being considered in the near term to replace or refine the current process. (View the report section that describes alternative approaches, or view the complete report.)
