Subject: Safety belts for power chairs

Please advise:
My friend using a power wheelchair lives
at a nursing home. She has had a shoulder
harness in her chair for safety and support.
The nursing home removed the shoulder harness
because they think it is a restraint. The physical
therapist agrees that it is a restraint.
The only way she can get out of her power chair
by herself is to fall out. She has had one accident.
I have been told that since the power chair is a
motorized vehicle, that she is required to have
a safety restraint.
How does she get her shoulder harness back?
