Not sure why you're assuming it is necessarily meant for blind people, but I
wonder if it's a light probe? They come in all shapes and sizes and will
emit tone when switched on depending on how much light they encounter. You
might test this theory by exposing it to varying amounts of light while it's
active.

I wonder if any of you can identify a small audible tool apparently intended
for people who are blind or visually impaired?
It is about the size and shape of a "Cricket" lighter. It has a steel band
around the bottom apparently just for decoration. On the top (?) is a small
toggle that pivots on what would be the business end of the lighter if
that's what it was. As you move the toggle from side to side it emits a
high pitched tone. It does not appear to have a hole or clip at the end of
the toggle, which itself is only about 1/8 or less of an inch long.
Any idea what this is and what it is used for?
