Subject: [Wash-at] any funding sources for strobe light smoke detectors?

Does any one know of any funding sources available for strobe light smoke
detectors? Is there a law that requires the landlord/owner to pay for the
installation while they are on Section 8 and Social Security? Any input
greatly appreciated.
