Fetch the Debian stable ISO from a iso mirror near you. The fastest one I've found from Seattle is the OSU OSL mirror:
64-bit CPU: http://ftp.osuosl.org/pub/debian-cdimage/current/amd64/iso-cd/
32-bit CPU: http://ftp.osuosl.org/pub/debian-cdimage/current/i386/iso-cd/
If you are installing onto a system, burn the iso to a blank cd. If you are building a virtual machine from the iso, remember the directory where it was saved.
