Visiting Professorships at University of Bergen

The UW­University of Bergen Faculty Exchange program announces its annual competition for Visiting Professor appointments at the University of Bergen, Norway for a minimum term of one quarter. Appointments can also be arranged at the University of Trondheim. Visiting Professors receive travel expenses and subsidized housing, and continue to receive their UW salary.
Since its founding in 1979, 47 UW faculty members have journeyed to Bergen with support from this program. They have come from such diverse fields as Anthropology, Dentistry, Education, English, Fisheries, Philosophy, Political Science, Psychology, Quaternary Research, Scandinavian Languages & Literature, Surgery, Women’s Studies, and Zoology. The 68 University of Bergen faculty visiting UW have spanned a similar range of disciplines.

UW-UB Faculty Exchange Program

UW/University of Ljubljana exchange program

The UW-University of Ljubljana Exchange Program invites applications from faculty and senior graduate students to be academic visitors to the University of Ljubljana, in Slovenia, during the 1998/99 academic year.

Visitors will give some lectures and will interact with Slovene faculty and students in their field of study. The program has some funds to support travel to Slovenia, and the host institution will pay all living expenses while there. Up to two visitors, each staying for a two-week period, can be supported. Applicants should submit c.v. and letter explaining purpose and academic value of proposed visit. Deadline for applications: Friday, Feb. 5. PSO Scholarship Awards

The PSO has five scholarships (maximum award is $250) to offer professional staff members who need funding assistance to attend conferences, workshops, classes for Spring Quarter.

GSLIS candidate presentations

Candidates for tenure-track positions will be visiting the School of Library and Information Science and, as part of their interview process, offering presentations which the entire university and library communities are cordially invited to attend.

The first presentation will be at 3:30 p.m. Thursday, Jan. 7, in 220 Odegaard. Melissa Gross, from the University of California, Los Angeles, will talk about “Imposed Queries in the School Library Media Center.” Her area of specialty is information seeking behavior and the major focus of her research is on imposed and shared information seeking.

The 45-minute talks will be followed by 15-minute question and answer sessions. A total of 12 candidates will make presentations. For more information, please contact Lesley James at lesleyj@u.washington.edu.

Alcohol and Drug Abuse Institute

The Alcohol and Drug abuse Institute invites applications from the University of Washington for its Small Grants Research Awards. Proposed research must be in alcohol or drug abuse-related fields. The maximum amount considered for funding is $20,000. Application deadline is 5 p.m., March 15. Questions concerning suitability of a potential project should be directed to the Institute at

Annual Attendance Incentive

Each January all WPRB- and Contract-Classified staff, Professional staff, Librarians, and Educators participating in a sick leave program who have a year-end balance exceeding 480 hours, may elect to be paid a portion of the sick leave which was accrued but not used in the previous calendar year. Payment is made at the rate of 25 percent and all hours compensated are then deducted from the employee’s sick leave balance.
Example: An employee had a 480-hour balance at the end of 1997 and during 1998 accrued, but did not use, an additional 96 hours. The 1998 year-end balance is 576 hours. In January 1999, the employee requests payment for the unused time and is paid for 96 hours at 25 percent of the regular hourly rate. The 96 hours are then subtracted from the permanent sick leave record, reducing the balance to 480 hours as of Dec. 31, 1998.

This program is open for participation only during the month of January, and Jan. 29 is the deadline for submitting forms.

Program information is available at all the area personnel offices and in the Personnel Services web site under Attendance Incentive Review (home page address: http://www.washington.edu/admin/emprel/attendance.incentive.html).

The necessary forms are available to departments through Central Stores; “Request For Payment of Year-End Unused Sick Leave” (UoW 1502).

Participants are responsible for completing and submitting the forms. The completed forms must be received in the UW Payroll Office no later than the last working day in January; Jan. 29. Payment may be expected to be issued no later than the second paycheck in February. Questions pertaining to the attendance incentive program should be directed to your department’s area personnel office.

Plan Now For Major Purchases

Departments are reminded that it is time to start planning for state budget Biennium Close, which occurs on June 30, 1999. The requirements for for purchase of items subject to Biennium Close are: the items be received by June 30, the invoices be dated by June 30, and the invoices be paid by the cut-off date in mid-July, if the purchase is to be charged to the 97-99 biennium. It is not sufficient just for the requisition to be encumbered or the order to be placed.

Please note that in times of economic uncertainty, many vendors keep their inventories low. This is especially true for major and specialized equipment items, with a correspondingly long lead time for delivery after the order is placed. Departments must also anticipate a lead time of four to six weeks for competitive bidding, evaluation, and award of an order.

A notice regarding Biennium Close will also be distributed to state budget administrators with the December Budget Status Reports (BSR). Additional notices and schedules will be sent with subsequent month’s BSR’s.

Departments are urged to finalize plans for major purchases and submit requisitions as soon as possible. It is highly recommended that requisitions subject to Biennium Close be received in Purchasing by March 1. There can be no assurance that items requested after that date will be received and paid for by the Biennium Close deadlines.
After the order has been placed, be sure to monitor the delivery status. If delivery is not made in the time frame shown on the purchase order and/or the PAS on-line inquiry screen, contact the vendor. If the response from the vendor is not satisfactory, immediately contact the Buyer for assistance. Also monitor your monthly Budget Activity Report (BAR) and/or the On-line Financial Information System (OFIS) to ensure that payments are completed and encumberances liquidated.

Questions regarding order processing and delivery should be directed to Purchasing (box 351110); questions regarding payments and liquidations should be directed to Accounts Payable (box 351130). Biennium Close can be handled effectively if planning is completed early.

Health and Safety Committees Election
The Washington State Department of Labor and Industries requires that all employers have a health and safety committee comprised of appointed and elected employee representatives (WAC 296-24-045). Here at the University of Washington, we are committed to assuring employee health and safety. We have both University-wide and organizational-unit Health and Safety Committees. These committees are important in assuring that workplace health and safety issues are identified and addressed throughout the campus.

Elections for membership to the organizational unit committees are held once each year. The University-wide committee, which provides campus-wide consistency and oversight, is then formed by representatives from the organizational committees. The organizational committees are charged to:

  • Review and evaluate health and safety inspection reports.
  • Review and evaluate accident investigation reports.
  • Review and evaluate the UW accident and illness prevention programs.
  • Provide a forum for employee concerns about health and safety.

    It is now election time! The election is conducted in two phases. The first phase was the nomination phase. The second phase is the final election when a ballot containing the nominee’s names will be distributed. This is your opportunity to select a representative for your group health and safety committee. There are 11 groups or “organizational units” across the campus.

    Election Process:
    You can elect the representative for your employee unit in several ways:

  • From the EH&S home page—http://www.ehs.washington.edu, you can view the organizational structures to determine the group you belong to and then access and submit the nomination form.
  • From the UW home page —http://www.washington.edu, you can access the EH&S home page in two ways: click on the news banner bar (the colored bar beneath the Red Square picture), which will take you to the News and Events page, which links the EH&S home page or link to EH&S’s home page from the Faculty / Staff page.

    If you don’t have access to the ballot form via the home pages, please call 543-7388 and ask for Debi Ivison to request an election form. ¶

    Important Notice Regarding Federal Income Tax Withholding

    If you claimed an exemption from Federal income tax withholding during 1998 and you detemine that you are eligible to renew your claim for 1999, you must submit a new Form W-4, “Employees Withholding Allowance Certificate, to the Payroll Office by February 1, 1999. Otherwise, the University is required by law to withhold Federal income taxes from your wages. You should also file an amended Form W-4, Employee Withholding Allowance Certificate” if your filing status or exemption allowances have changed since the last filing of your Form W-4.

    Nonresident Alien Federal Income Tax Withholding

    If you claimed an exemption from Federal income tax withholding under a U.S. income tax treaty for 1998 and you determine you are eligible to renew your claim for 1999, you must submit a new Form 8233, Exemption From Withholding on Compensation for Independent (and Certain Dependent) Personal Services of a Nonresident Alien Individual, to the Payroll Office by Feb. 1. Otherwise, the University is required by law to withhold Federal income taxes from your wages.

    Nonresident Alien Employees and Social Security and Medicare Taxes

    If you are or will be a “resident for tax purposes” for calendar 1999 under the Internal Revenue Service’s substantial presence test, you may be subject to Social Security and Medicare taxes. These taxes are applicable to all wage payments made by a U.S. employer to its employees unless an exception applies.

    Nonresident aliens are exempt under Internal Revenue Code Section 3121(b)(19) if the following three tests are met: The individual

  • Is a nonresident alien for income tax purposes
  • Is present in the U.S. under a F, J, M or Q visa and,
  • Is performing services in accordance with the primary purpose of the visa’s issuance.

    If you do not or may not meet any of the above three tests for calendar year 1999 (and you are not exempt under any other provision), the University will withhold Social Security taxes (6.2% of taxable wages) and Medicare taxes (1.45% of taxable wages).

    Out-of-Area Parking Permits

    Parking Services is now renewing Departmental Out-of-Area Permits for 1999. Renewal notices were mailed to campus departments in early December.

    A Departmental Out-of-Area Permit gives departmental faculty and staff access to designated parking areas for up to 3 hours if they are using their own vehicles while conducting University business. A departmental out-of-area permit is used in conjunction with any valid parking permit in the possession of the department employee. To use a departmental out-of-area permit, faculty and staff should check with their departmental administrator.

    Notice of Possible Rule Making—Preproposal Statement of Inquiry (per RCW 34.05.310)

    Subject of Possible Rule Making: Chapter 478-140 WAC, “Rules and Regulations for the University of Washington Governing Disclosure of Student Records.”

    Statute Authorizing the University to Adopt Rules on This Subject: RCW 28B.20.130.

    Reasons Why Rules on This Subject May Be Needed and What They Might Accomplish: The proposed revisions to the rules governing the disclosure of student records are necessary to ensure that the policies and practices of the University of Washington are in compliance with mandated modifications to the federal Family Educational Rights and Privacy Act (FERPA), 20 USC 1232g. The modifications to Chapter 478-140 WAC include those mandated by:

    1)The Student Right to Know and Campus Security Act which permits institutions to notify victims of violent crimes of the results of disciplinary proceedings and allows institutions to disclose information from a student’s record if the parent or student has provided written consent;

    2)The Higher Education Act Amendments of 1992 and the Campus Sexual Assault Victims Bill of Rights Act which exempt records created by police departments from being considered education records, define a disciplinary proceeding as an educational record, and require institutions to notify victims of sexual offenses of results of disciplinary proceedings; and

    3)The Improving America’s Schools Act of 1994 (IASA) which requires the dissemination of additional information to students and access to education records by students and parents; implements notification requirements prior to release of certain records in legal action; allows disclosure, without prior consent or notification, to certain state, local and school officials and when complying with certain subpoenas.

    Other Federal and State Agencies That Regulate This Subject and the Process Coordinating the Rule With These Agencies: None.

    Notice of Expedited Repeal — Preproposal Statement of Inquiry (per RCW 34.05.354)

    List of Sections Proposed for Expedited Repeal: Chapter 478-210 WAC, Thomas Burke Memorial Washington State Museum (specifically, WAC 478-210-010 and 478-210-020).

    Reason(s) Rules Are Proposed for Expedited Repeal: Rule is no longer necessary because of changed circumstances.

    Explanation of the Reasons the University Believes the Expedited Repeal of the Rule Is Appropriate: Chapter 478-210 WAC, Thomas Burke Memorial Washington State Museum, specifies how the museum may permanently acquire unclaimed loaned specimens. Originally adopted by the University of Washington Board of Regents in 1984, this chapter was later superseded by specific provisions in Chapter 63.26 RCW, enacted in 1988. Chapter 478-210 WAC is therefore redundant. Expedited repeal is appropriate to complete the review of this chapter begun as part of the University of Washington’s Rule Review Plan in order to meet the regulatory reform goals of Executive Order 97-02.
