Notice of Expedited Adoption—Proposed Rule Making
(per RCW 34.05.356) Notice is hereby given that the University of Washington proposes using the expedited adoption process to amend Chapter 478-324 WAC, Rules and Regulations for the University of Washington Implementation of the State Environmental Policy Act.

The proposed rule changes are housekeeping in nature. These changes bring the existing rules into conformance with changes to the state’s rules governing environmental compliance and organizational changes within the University of Washington’s Capital Projects Office. Chapter 478-324 WAC has worked well since its adoption. These guidelines include specific procedural requirements, lead agency responsibilities, the threshold determination process, and methods to reduce duplication, unnecessary paperwork and delay.

The proposed changes clarify existing procedures and have been reviewed and approved by the University of Washington’s SEPA Advisory Committee and the City University Community Advisory Committee. These committees include City of Seattle officials; community members; and University of Washington faculty, staff and students.

    Note: This rule is being proposed to be adopted using an expedited rule-making process that will eliminate the need for the agency to hold public hearings, prepare a small business economic impact statement, or provide responses to the criteria for a significant legislative rule. If you object to this rule being adopted using the expedited rule-making process, you must express your objections in writing and they must be sent to Rebecca Goodwin Deardorff, Administrative Procedures Officer, University of Washington, 4014 University Way NE, Seattle, WA 98105-6203 (or via campus mail, Box 355509, or via fax, 543-0786), and received by Nov. 22, 1999.

    Surplus Equipment
    A wide variety of furniture and equipment is available at the Surplus Property warehouse for purchase by UW departments, but many will only be available until Friday, Oct. 15. After this date, they will be sold at a public auction on Saturday, Oct. 23. The warehouse, 1117 N.E. Boat St., is open from 1 to 3:30 p.m. Monday-Friday until Friday, Oct. 8. To view items after Friday, an appointment must be made with the warehouse staff by calling 685-1573 or by e-mailing surplus2@u.washington.edu.

    Treatment for Depression
    If you are between the ages of 18 and 60 and have:

  • Felt depressed in the past month and/or
  • Lost interest in most daily activities

    You may be eligible to particpate in this important research study evaluating intensive treatments for depression. Study participants receive:

  • Free evaluation,
  • Free, thorough, state-of-the-art treatment and follow-up, and
  • Payment for follow-up evaluations.

    To be eligible you cannot currently be in treatment, and you must be willing to be randomly assigned to one treatment method (pyschotherapy or medication). If interested, call the UW Center for Clinical Research (206) 685-8500 (confidential phone line).
