Karen Kavanagh, assistant vice president of human resources, left, and Kim Cook, regional director of the Service Employees International Union, flank Governor Gary Locke as he signs House Bill 2722 into law last week. The law will amend current legislation, and benefit bargaining units outside the civil service system. As part of the negotiated settlement with the Classified Staff Association District 925 in November, the University administration agreed to work with the union to obtain this legislation, and all parties jointly proposed, supported, and helped attain passage in the House and Senate in the 2000 legislative session. HB 2722 will once again allow the University to apply the exemption criteria to members of the CSA bargaining unit resulting in the promotion of qualified staff to professional positions. As part of the agreement to mutually support the legislation, CSA may now poll the staff it represents under the state civil service system to see if they wish to join their colleagues the union represents outside the civil service system. According to Dick Thompson, Director of Government Relations, this bill demonstrates labor/management relations at their best. A bipartisan effort, House Bill 2722 was sponsored by Representative Phyllis Gutierrez Kenney, Representative Don Carlson, and Representative Luke Esser. UW administrators Kavanagh and Dick Thompson worked with union officers Cook and Sara Scanlan (Director of Government Relations, SEIU) throughout the legislative process.
