Improving Low-Income Housing Policy Through Local Innovation
In a study on innovation and entrenchment among Pacific Northwest housing authorities, then-Assistant Professors Rachel Kleit and Steven Page, at the Evans School of Public Affairs, analyzed 12 Washington State housing authorities’ strategic decisions under housing policy devolution to better understand how implementation affects policy outcomes for low- and very-low income residents. They found a range of implementation trajectories and outcomes, with varying results for residents according to PHAs’ resource dependence, professional norms, and authority structures. The paper has been presented at the 2007 annual meeting of the Urban Affairs Association and elsewhere and is now under review for publication.
