For over seven decades, humanitarian aid has sustained millions of Palestinian refugees, but it has also quietly replaced the political solution they were promised. What began as emergency relief has evolved into a system that risks managing, rather than resolving, one of the world\u2019s longest-running refugee crises.<\/p>\n
The 1948 Arab\u2013Israeli War displaced roughly 700,000 Palestinians, creating a humanitarian emergency that led to the establishment of the United Nations Relief and Works Agency for Palestine Refugees, UNRWA, in 1949.1,2<\/sup><\/a> Intended as a temporary mechanism, UNRWA now serves nearly 6 million registered refugees across Gaza, the West Bank, Jordan, Lebanon, and Syria.3<\/sup><\/a> Over time, it has grown into a quasi-governmental structure, providing education, healthcare, and social services in the absence of a sovereign Palestinian state.<\/p>\n UNRWA\u2019s contributions are undeniable. At a moment when Palestinian communities faced fragmentation and erasure, the agency helped preserve a shared national identity.4<\/sup><\/a> Its refugee registry provided international recognition of Palestinian status, while its schools and social institutions fostered continuity across a dispersed population. Without such structures, many argue, Palestinians may have been absorbed into host societies, losing the collective identity that later enabled political mobilization.5<\/sup><\/a><\/p>\n Yet this success reveals a deeper paradox. In preserving Palestinian identity, UNRWA has also helped institutionalize Palestinian statelessness.<\/p>\n A central limitation of UNRWA lies in its mandate as it was never designed to deliver a political solution. While it has provided essential services, it has not, and can not, address the root causes of displacement. As a result, generations of Palestinians have lived and died as refugees, receiving humanitarian assistance without meaningful progress toward self-determination. The international community, meanwhile, has grown accustomed to this arrangement, relying on UNRWA to manage the consequences of political inaction rather than resolve them.6<\/sup><\/a><\/p>\n Over decades, this dynamic has produced a system of dependency. UNRWA functions in many ways like a parallel state, operating schools, clinics, and social programs where national institutions would normally exist.3<\/sup><\/a> While these services are vital, they also reduce the urgency of building independent Palestinian governance structures. At the same time, decision-making power within UNRWA remains external. Leadership is appointed internationally, and funding is controlled by donor states.7<\/sup><\/a> This leaves Palestinians reliant on an agency that is not politically accountable to them.<\/p>\n The agency\u2019s funding structure further complicates its role. Major donors, including the United States and European countries, are also key political actors in the Israeli\u2013Palestinian conflict.8,9<\/sup><\/a> This creates an inherent tension where the same states that provide humanitarian support to Palestinians often shape the political environment that sustains their displacement. Funding decisions can therefore carry political weight. The 2018 US funding cuts, and the renewed suspension of funds in 2025 following contested allegations, illustrate how quickly essential services can be disrupted.10<\/sup><\/a> For refugees, this translates into immediate consequences: reduced access to food, healthcare, and education.<\/p>\n This is where the current moment demands a shift in perspective.<\/p>\n Rather than viewing UNRWA\u2019s recurring funding crises solely as humanitarian emergencies, they should also be understood as political opportunities. The gradual reduction in funding, while undeniably harmful in the short term, exposes the fragility of a system built on indefinite aid. It forces a critical question: should Palestinians remain dependent on an external agency, or should international resources be redirected toward building a sovereign and self-sustaining state?<\/p>\n The answer lies not in dismantling UNRWA abruptly, but in transforming its role. Humanitarian support must be paired with a genuine political commitment to ending Palestinian statelessness. This means shifting from a model of perpetual relief to one of structured transition. International funding, expertise, and institutional capacity currently channeled through UNRWA should be gradually transferred to Palestinian-led governance systems. Such a transition would require recognition of Palestinian statehood, as well as sustained diplomatic and economic backing to ensure stability.<\/p>\n Crucially, reducing dependency on UNRWA cannot come at the expense of abandoning refugees. Any transition must be carefully managed to avoid worsening humanitarian conditions. But maintaining the status quo is no longer a neutral option, it perpetuates a cycle in which Palestinians are sustained, but not empowered.<\/p>\n Ultimately, the goal should be to render UNRWA unnecessary. Not by withdrawing support, but by fulfilling its original purpose: bridging a temporary crisis until a political solution is achieved. For too long, that bridge has led nowhere.<\/p>\n If the international community is serious about justice, it must move beyond managing the symptoms of displacement and confront its cause. The current defunding wave, while dangerous, offers a rare opening to do just that.
