Update Definitions

This rewrites the t_init table (which should be managed by the setup program).

To view the definitions stored in t_init, use:

• defs.php
• defs.php?db=owrc_hsl
• defs.php?db=owrc_mlr

To update t_init in the OWRC database, use ?update argument.
