Transportation Mobility and Safety in Response to COVID-19

With the rapid spread of COVID-19 in the Pacific Northwest and beyond, governments and public health officials are taking dramatic actions for social distancing to contain the virus, including school closures, bars/restaurants closures, online learning, telecommuting (work from home), and group gathering bans, among others. These actions, while necessary to control the spread of the virus, do bring profound changes to the daily life of everyone and almost every aspect of transportation, e.g., whether one’s daily travels are made, how the essential travel needs are served if one does need to travel, the congestion/emissions of the transportation system, etc.

PacTrans leadership believes we can learn from the pandemics and is committed to support the best efforts to draw lessons from these trying times. This special call for quick response proposals seeks innovative research ideas in the area of transportation mobility and safety in response to COVID-19. Each proposal can be for up to $10K of federal funds (with a required 1:1 non-federal match). Proposals that address, but are not limited to, the following topics are encouraged:

  • Protection guidelines from COVID-19 when using public transportation services, taxi, or ride-hailing services
  • Collection or acquisition of “perishable” mobility, safety, and/or behavior data related to COVID-19
  • Analysis of and insight from the collected (perishable) data related to COVID-19

Each proposal requires a 1:1 non-federal match. Cash match from other funding sources such as state DOTs and local agencies, corporations, and foundations is preferred. Submitting signed match letters with your proposal is optional but will be required before PacTrans funds are distributed to selected projects.

Proposals can be uploaded in the embedded form at the bottom of this page. The submission deadline is Apr. 13, 2020. Anticipated period of performance starts from June 01, 2020 approximately.

 

Submission Guidelines

To be eligible for funding, please submit a two-page (maximum) scope with the following information:

  1. Proposal Title
  2. Author(s) Name and Affiliation
  3. Research scope of work
  4. Anticipated research Outcomes and relevance to PacTrans’ Goals
  5. Resumes: Copy and paste one-page resumes for the project’s Principal Investigators. This is NOT counted towards the page limit of the proposal.

 

Review Process

PacTrans Board of Directors (BOD) will review and select the proposals. If needed, external reviewers will also be consulted.

 

Due dates

Submission deadline: Monday, April 13th, 2020

Decisions to submitters: Monday, April 27 2020

Anticipated period of performance: June 01, 2020 to May 30, 2021
