The authors suggest three scenarios that could have given rise to the outbreak: 1) a single initially infected inmate with a basic reproduction number, R<sub>0<\/sub>, greater than 14; 2) a super-spreading event with an R<sub>0<\/sub> = 3; or 3) undetected virus circulation among inmates prior to April.<\/p>\n<p><i>KhudaBukhsh et al.
