Additionally, LHDs experienced a 16% decrease in full-time employees from 2008 to 2019, while the total number of employees decreased by 17%. Despite 67% of LHDs responding to an all-hazards event in 2019, only 7% of LHDs experienced an increase in emergency preparedness funding, while 62% reported stagnant funding.<\/p>\n<p><i>Alford et al.
