From 2011-2012, Ricky Garcia endured over 75 ER visits, 3 ICU stays, and 6 psychiatric hospitalizations, as he struggled with alcohol and opiate addiction. His best friend and primary caregiver, Lauren Davis, tried desperately to save him. Now 3.5 years clean and sober, Ricky and Lauren are championing Ricky’s law (House Bill 1713), which would allow civil commitments to substance abuse treatment for people with life-threatening addiction and parent-initiated substance abuse treatment for adolescents. Ricky and Lauren will summarize research on involuntary addiction treatment; and explain the personal story behind the bill, the problems with current state statute, the changes the bill proposes, and the bill’s current status.
