{"id":143,"date":"2019-12-18T19:48:16","date_gmt":"2019-12-18T19:48:16","guid":{"rendered":"https:\/\/depts.washington.edu\/uwhatc\/FCAP\/?page_id=143"},"modified":"2026-06-29T23:04:26","modified_gmt":"2026-06-29T23:04:26","slug":"about-us","status":"publish","type":"page","link":"https:\/\/depts.washington.edu\/uwhatc\/FCAP\/about-us\/","title":{"rendered":"About Us"},"content":{"rendered":"\r\n<p><strong>The Foster Care Assessment Program (FCAP)<\/strong> was created more than twenty years ago as a collaboration between the Division of Children, Youth, and Families, Harborview Medical Center, and Seattle Children\u2019s Hospital.\u00a0 The goal was to provide the state child welfare system with ready access to expertise from the University of Washington and affiliated medical institutions to ensure effective interventions and adherence to best practices.\u00a0 The intent of such access was to improve permanency and well-being in the most difficult child-welfare cases.\u00a0 The Washington State Legislature created RCW 74.14A.050 to establish the program.\u00a0 Initially, Harborview contracted with community partners across the region to provide services.\u00a0<\/p>\r\n<p>In recent years, the program has consolidated, and Harborview now serves all areas of the state by conducting the assessments through video and telephone. FCAP is a statewide contracted program available to children and youth across all six DCYF regions.
