WHO proposed criteria across network user groups:

  • Seriousness
  • Mortality/ morbidity risk
  • Economic impact
  • Epidemic potential
  • Objectives for disease control
  • Unexpectedness
  • Timing and/or affected population groups
  • Unusual presentations
  • Man–made events
  • National response capacity
  • International risk
  • What do other countries want to know?
  • Location of cases/ risks/products close to national borders or travel/ trade routes

WHO proposed criteria across network user groups:

  • Attention/media coverage
  • Governments not always rational
  • Consider public opinion
  • CD information is not neutral
  • WHO can be honest broker
  • Credibility of sources e.g., clinicians vs. PH staff

Group I action plan:

  • Propose a follow–up process to develop priorities
  • Support WHO proposed criteria
    1. Finalize through further dialogue
  • Propose that APEC sponsor an investigation of contributions that can be made by various communicable disease control networks in order to:
    1. Establish an inventory of networks
    2. Identify expertise relevant to issues
    3. Promote the development of focal nodes
  • Propose that the issue of a network of networks for communicable disease surveillance and control be brought forward at the autumn 2002 APEC Ministers' meeting
Conclusions:
  • How will conflicts of interest be managed among the networks?
  • Who are the authoritative nodes? WHO, CDC, Pasteur Institute?
  • Clear ground rules and organization systems are needed
  • Excellence in information transmission needs to be required.
