Tuition Waivers are State funded, legislatively mandated that allows public universities to waive the tuition fees for students in foster care who meet certain eligibility requirements. The tuition waivers are usually cover any remaining tuition after other types of financial aid have been processed.

  • As of 2023, there are 35 states that have some type of statewide postsecondary education tuition waiver or scholarship program for students who have been in foster care.
  • 24 states have statewide tuition waivers: Alaska[1], Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Kansas, Kentucky, Maine, Maryland, Massachusetts, Minnesota, Missouri, Nevada, New Hampshire, New Jersey, New Mexico, Oklahoma, Oregon, Pennsylvania, Texas, Utah, West Virginia, (Dark blue color on the map)
  • 4 states have state funded grant programs for students in foster care are: Ohio, Rhode Island, Tennessee, Virginia. (Light blue color on the map)
  • 7 states have state funded scholarship programs for students in foster care are: Alabama, Arkansas, Iowa, Michigan, New York, North Carolina, and Washington. (Purple color on the map)
  • 15 states and the District of Columbia have only the Federal Chafee Educational Training Voucher: Delaware, District of Columbia, Hawaii, Idaho, Indiana, Louisiana, Mississippi, Montana, Nebraska, North Dakota, South Carolina, South Dakota, Vermont, Wisconsin and Wyoming (Yellow color on the map)

Chafee Education Training Vouchers

In 2001, Congress created the Chafee Educational and Training Voucher (ETV) Program, which allows Congress to authorize $60 million annually for education and training vouchers. Since 2002, $43 million has been allocated to states and tribes for ETV to be used for post-secondary education or training, including: Tuition, Books, Fees, Housing, up to $5,000 per year.  With the Family First Prevention Services Act of 2018, youth from foster care are eligible from ages 14-26 and ETV can be used for 5 years total. All states and the District of Columbia manage the federal Education and Training Voucher program. Arkansas

Arkansas Education and Training Voucher (ETV) Program
The Arkansas Education and Training Voucher (ETV) Program offers funds to youth in foster care and former foster youth up to age 26 to enable them to attend colleges, universities, and vocational training institutions. Students may receive up to $5000 a year for four years as they pursue higher education. The funds may be used for tuition, books, or other qualified costs of attendance. These funds are available on a first-come, first-served basis.

California is confusing because while the tuition waiver legislation that is cited is accurate, very few, if any, foster youth qualify for the waiver because it requires that all other forms of aid be used before it kicks in.

The tuition waiver runs through the CalGrant program, which covers tuition costs for low-income students more generally. This grant pays the equivalent of full tuition at a CSU or UC campus or up to $9,220 at a private non-profit institution. Foster youth are given special consideration in that they are not subject to time out of high school requirements (the grant is available up to age 26 rather than just one year after high school) and the grant is available for 8 years rather than 4. Community college students qualify for the California College Promise Grant (CCPG) which pays full tuition costs for any low-income student at our community colleges.
