Loading and plotting Gauge output

Some notebooks illustrating working with netCDF files containing gauge output:

• CHTuser/sites/Newport/LoadGaugesNewport.ipynb shows an example with many gauges in Newport, OR. Rendered as LoadGaugesNewport.

• CHTuser/sites/WestportBridges/LoadGaugesWestportBridges.ipynb shows an example with gauges at some bridge locations near Westport, WA.
  Rendered as LoadGaugesWestportBridges.
