4/7/1924, letter to Hugo Winkenwerder from Henry Suzzallo re: declaration [not included] that Seattle "Park Board will undertake to develop and manage a Botanical Garden and Arboretum in Washington Park," and noting that prisoners from a stockade to be located on Foster Island will be used temporarily for five years.
