U.S. Fish & Wildlife Service Request for Proposals: Conservation Introductions Decision & Prioritization – Pacific Islands and Pacific Northwest

Solicitation for Contract: Conservation Introduction Decision and Prioritization 

The U.S. Fish & Wildlife Service (Service) is soliciting proposals for a contract to develop a draft regional decision and prioritization framework for conservation introductions within the Service via substantial engagement of internal Programs and external partners in USFWS Legacy Region 1 (Hawaiʻi, the US-Affiliated Pacific Islands, Oregon, Washington, and Idaho). The solicitation period is July 15-29, 2021.  

Background: The USFWS seeks toenhance decision-making about conservation introductions (CI), which are the intentional movement oforganisms outside their indigenous range for purposes such as avoiding extinction in the wild due toclimate change and other stressors. Although the Service already has carried out CI in Legacy R1 and isconsidering additional projects, it lacks a comprehensive approach to making decisions about CI actionsand priorities. As a first step toward enhancing decision support, the Service partnered with the U.S.Geological Survey (USGS) in 2020 to evaluate Service perspectives on the use of CI; that project isanticipated to conclude in the second half of 2021. The Service has an internal CI staff team and seeks acontractor to help carry out the next phase of the project.  

Project Goal: The project goal will be to develop a draft regional decision and prioritization framework for conservation introductions within the Service via substantial engagement of internal Programs and external partners.

Requirements: Applicants are required to meet or exceed these requirements, 

  1. Familiar with approaches, partnerships, and social/cultural factors associated with conservation of imperiled species in both the Pacific Northwest and Pacific Islands, and capable of utilizing a Pacific Islands-based facilitator for workshops covering that geography. 
  2. Experience in climate change adaptation relative to fish and wildlife conservation. 
  3. Experience in workshop facilitation, including on-line forums that make use of interactive technologies and breakout sessions. 
  4. Strategic planning experience relevant to the objectives of the Statement of Work. 
  5. Experience working with diverse stakeholders, including past engagement of Native Americans, Native Hawaiians, and/or Pacific Islanders on conservation or climate adaptation projects.
