I think that implementing a plan to lower hunger will be extremely difficult. However, If I were to design a program, I would attempt to grow a grain like wheat or sorghum very inexpensively and then use the flour to create food products. This could be partially sponsored by taxes and incentives for farms to move some production there. I would grow these grains close to the main centers of hunger in the world. As for a policy on food, I think incentives should be given to agencies who establish food cooperatives. This would allow people in hunger to have better access to food
