Traffic
Traffic is a pretty big issue. It causes more fuel usage, which leads to increased CO2 emissions. According to Allan Rosen from bklyner.com, a balanced transportation system is the best answer for traffic. Increasing rail freight opportunities is a pretty good option. It will reduce the number of trucks that transport goods. It will also lower accident rates because some trucks may drop items onto a highway, which essentially "closes" out that lane. However, traffic affects places other than highways. Busy streets could have pedestrians not letting cars get through, which will emit CO2. People also might double park. Roadwork should be scheduled to happen during less busy times. There are many ways to stop traffic congestions but it would take too much coordination.
I agree that there are definitely steps that the department of transportation or government (depending on the roads) could take in order to schedule when construction is done in order to reduce the amount of traffic that results from it, but I also think that you as an individual could do something. That something could be as simple as walking or riding a bike if you are in a place where that is possible. Construction is an issue that could definitely be avoided by walking, riding a bike or even carpooling, which lowers the amount of cars on the road, ultimately decreasing CO2 emissions. Unlike construction, pedestrians walking across the road causing cars to stop is inevitable. Similar to construction carpooling could definitely help to lower the amount of CO2 that is being released into the atmosphere while waiting for people to cross the street, by reducing the amount of cars on the road.
