Gas is too expensive

That may be true, but we get more money in our pockets. In other words we can afford the development of new fuel, which contains a new amount of carbon dioxide. We are paying for something bad
do you think that's how it works? won't people just keep buying the cheapest thing?
it seems to me that many people need fuel for their vehicles in order to work, so the best solution is to charge a carbon tax to the fuel makers. that gives *them* the incentive to produce cleaner fuels (since those would not be taxed). the best idea for a carbon tax is kind of like what you said: the proceeds from the tax get returned to the customer. That changes the incentive without hurting the consumer who currently has no choice.
A portion of the tax could also be used to fund development of new fuels and public transit options, for example,
