Are We Moving or Staying?

The United States government spends billions of dollars doing research on outer space, especially neighboring planets, to see if there are other inhabitable places.  The idea of moving to another planet has been portrayed in many movies and books, but is it really an option?  Are we going to give up on Earth because we think moving somewhere else would be easier?  My question is: what if the government had spent those billions of dollars on fixing the problems we have here and now on Earth instead of doing research of the universe?  To me, it seems more logical to try and fix the problems we are having here and now, then start to look into places outside of this planet.
