Hydro-Houses
Seattle should start building houses over the water, that generate their own electricity from the currents and tides. This way Seattle can expand as it needs to, without stacking apartments in one place, or expanding outwards on land- creating more space for trees so they can help slow the carbon emissions. Hydro-Houses could also use solar panels for energy. The only problem is the expense.

That's a good idea, but what implications does that have on marine life living in habitats above the hydro houses? Is that worth it?
