In 2011 the Clark County, Washington, Regional Transportation Commission adopted a Regional Transportation Systems Management and Operations (TSMO) Plan. This project builds on that plan by expanding the existing TSMO system and implementing improvements at 60 intersections owned and operated by a combination of Clark County and the Washington State Department of Transportation but located within unincorporated Clark County. As a subcontractor to DKS Associates, TRAC researchers are providing assistance with the project’s goals to prepare documentation for an intelligent transportation systems (ITS) plan, prepare design drawings for Bluetooth data collectors, design and implement new signal timings, develop measures of effectiveness (MOEs) based on TSMO data systems that will be meaningful for assessing the county’s arterial performance, create a framework for conducting before-and-after studies that are based on the use of those MOEs, and conduct analyses before and after analyses the implementation of intersection improvements.
